The next board made the room quieter than usual. NO IS NOT FAILURE, REFUSAL IS DATA, DO NOT PUNISH THE NO, THE RESCUE CONTINUES AROUND IT Kaminari read all four lines. Then sat down without making a joke. That was how everyone knew the board had hit somewhere real. Aizawa stood beside it, sleeves rolled, eyes tired, posture unreadable. Kurose stood on his left with a folder. Mizushima from H. U. C. stood on his right with her terrible polite clipboard. Recovery Girl waited at the medical station.
Vlad King and selected Class 1-B students stood near the observation line because interclass training had become less event and more habit. Ren sat at the Provisional Track edge with his chair angled toward the field. His support patch was quiet. His brace was active. His hands rested on the blanket across his lap. Shinso stood beside him, collar neutral, scarf loose, face blank in the way that meant he had already understood why the board was dangerous. Aizawa tapped the second line.
"Yesterday, you practiced civilian contact, triage, and rescue without making people worse. Today, civilians will refuse" No one moved. Mina's hand went halfway up, then lowered. Mizushima answered the question anyway.
"They may refuse because they are scared. because they distrust your Quirk. because you are young. because they think they know better. because pain makes people irrational. because they are protecting someone else. because they are embarrassed. because they are wrong. because they have a reason you do not know" She looked across the room.

"My name is Hitoshi Shinso. Candidate hero name Responder. My Quirk is voice-based. In active rescue, you do not have to answer me. I use verbal grounding first. If I say no power, words are safer. If you refuse my help, I redirect or assign another rescuer if safe" Mizushima's pen moved.
"Good. Last sentence matters" Shinso looked like he hated that. Aizawa looked at Ren.
"Public summary" Ren breathed.
"My name is Ren Akiyama. Candidate role rescue-stabilization. My Quirk supports short controlled stabilization within clear limits. If I say stop, do not encourage me to continue. If you refuse my contact, I do not touch unless emergency threshold is crossed. I can redirect support or stabilize nearby structure" Mizushima nodded.

"Some refusals will feel personal because they resemble old injuries. That does not make the civilian responsible for your history. You map it. You do not make them pay for it" The room stayed quiet. Even Monoma did not speak. That was rare enough to be meaningful. Phase one began with single civilian refusals. No rubble. No timers. Just contact. Mizushima assigned the first actor to Uraraka. The actor sat on a bench, holding a fake ankle injury. Uraraka approached slowly.
"My name is Uraraka. I am here to help. May I check your ankle?"
"No" Uraraka stopped. Good. She did not reach.
"Okay. Can I ask what worries you about that?"
"I do not want it to hurt more" Uraraka nodded.
"That makes sense. I can look without touching first. Or I can ask another rescuer to explain. Or we can wait if the area stays safe. The floor near you is stable for now" The actor looked at her.
"Look first""Accepted" Mizushima paused.
"Good. You did not make the no a wall. You made it a map" Aizawa wrote: MAKE THE NO A MAP Kaminari whispered "That is good and awful" Jiro said "Most true things here are" Next was Iida. His civilian refused to stay seated.
"I can walk. I have somewhere to be" Iida inhaled too sharply. Then corrected before a command emerged.
"I believe you may be able to walk. I am concerned walking now could worsen your injury. What would make waiting acceptable for one minute while I check the route?" The actor snapped "Nothing" Iida's face strained. He wanted to argue. He did not.
"Then I will walk beside you at a safe distance and ask you to stop if dizziness begins. I will also call for route support" Mizushima paused. Iida looked uncertain. She nodded.
"Good adaptation. You did not endorse the decision. You reduced harm around it" Aizawa wrote: REDUCE HARM AROUND THE NO Iida stared at the sentence.
"That is uncomfortable" Aizawa said "Good" Bakugo's civilian refused help because Bakugo looked angry. The actor said it directly.
"No. Not you. You look like you are mad at me" The room became dangerous. Bakugo froze. His hands twitched. His face went blank. Mizushima watched without mercy. Bakugo looked at the actor. Then at the floor. Then back.
"I am mad at the situation" The actor said "You still look mad at me" Bakugo's jaw worked.
"Then I get someone else" The room shifted. He turned his head without moving closer.
"Round Face. Civilian refuses me. says I look mad at them. ankle injury. area stable. you take contact. I cover hazard" Uraraka moved in.
"Accepted" Mizushima paused. Bakugo looked like he expected correction. Mizushima said "Excellent" He recoiled.
"No""Yes. You did not argue the civilian into trusting your intention. You reassigned and stayed useful" Bakugo looked deeply offended by being praised for leaving. Kurose wrote: REASSIGNMENT IS NOT FAILURE Bakugo pointed at the board.
"Do not make that about me" Aizawa said "It is about you and everyone else""Worse" Todoroki's civilian refused ice. He did well. Too well at first.
"I will not use ice" The actor said "What will you use?" Todoroki paused. Good.
"My hands, distance, and another route. If structure requires ice, I will tell you before using it unless immediate collapse prevents warning" Mizushima nodded.
"Good. Removing a tool means naming the next one" Todoroki looked relieved in his very quiet way. Then came Midoriya. His civilian was a child actor under a table again. The child refused to come out. Midoriya did not crawl in after them. Good.
"I will stay outside. You do not have to come out yet. Can you point to where it hurts?" The child shook their head. No. Midoriya's mouth tightened. Not because the child was difficult. Because no answer gave him nothing to fix. He breathed.
"Okay. I will put a water bottle on the floor where you can reach it. You do not have to take it. I am going to check if the table is stable. I will tell you what I see" Mizushima paused after thirty seconds.
"Good. You created safety without requiring cooperation first" Aizawa wrote: SAFETY CAN START BEFORE YES Ren looked at that sentence for a long time. Then Phase two turned toward Provisional Track. Mizushima stepped closer to Shinso first.
"Your civilian refuses your voice" Shinso's face became still. The actor was a teenage student sitting near a fake wall collapse, one hand pressed to their chest, breathing fast. Their card read distrusts voice Quirk. Shinso approached and stopped far enough away.
"My name is Hitoshi Shinso. Candidate hero name Responder. You do not have to answer me. I can give instructions without requiring speech" The actor glared. The narrative has been stolen; if detected on Amazon, report the infringement.
"I said I do not want you talking to me" The gym went tight. Not because the actor was cruel. Because the line touched the part of the world Shinso already knew. He breathed once. Then stepped back.
"Accepted. I will signal another rescuer. I will remain in visual range and not prompt you" He turned slightly.
"Kendo. Civilian refuses my voice. breathing fast. chest pressure. area stable but near wall collapse. Can you take contact? I will monitor route and hazard silently" Kendo moved immediately.
"Accepted" She approached.
"I am Kendo. Can I come closer?" The actor nodded. Shinso stood back. Silent. Not absent. Aizawa watched his hands. They were tight. Kurose watched his face. Mizushima let the scene continue. Kendo checked breathing. The wall shifted slightly. Shinso pointed twice: first to the wall seam, then to the safer route. Kendo followed both signals without making him speak. The actor stabilized. "Report" Shinso's voice was controlled.

"You did not punish the no" Shinso looked at the actor.
"No""Did you disappear?" His jaw tightened.

He did not reject it. Ren's turn came next. Mizushima did not announce the exact refusal. That was worse. The actor was an adult seated under a tilted shelf, one arm wrapped around a bag. Ren's role was obvious: short stabilization so another rescuer could retrieve the bag and assess injury. He approached slowly.

"No. I want someone stronger" Silence. Not cruel. Scared. The line still hit like a ball to an unmarked target. Ren's wrist patch pulsed. Gate. He pressed the patch.
"Stop" Pain stayed. Map. Gym Gamma. chair. actor. shelf. stronger. left wrist. shoulder. ribs. anger. shame. gate local. map present. Aizawa did not speak. Recovery Girl watched the monitor. Mizushima watched Ren. The actor clutched the bag.

"Taking shelf support" Uraraka moved toward the bag. Ren backed half a meter and angled his chair where he could see the shelf seam. The actor looked confused.
"You are leaving?" Ren answered "I am changing role. I can watch the brace angle and call shift. You refused my contact. Rescue continues" Mizushima's pen moved fast. Tetsutetsu braced the shelf. Uraraka checked the bag. The shelf shifted on the left side, where Tetsutetsu could not see because his body blocked his own sightline. Ren called "Left seam dropping. lower support three centimeters" Tetsutetsu adjusted. The shelf stabilized. The actor stared at Ren.
"Oh" Ren did not say anything. Good. Mizushima paused the scene.
"Report" Ren's voice stayed even by force.
"Gym Gamma. civilian refused my contact and requested stronger rescuer. reassigned physical support. maintained visual brace monitoring. no contact. gate local. pain present. shame. anger. map present" Mizushima nodded.
"What was the risk?" Ren looked at the actor.
"Turning refusal into proof""And?"
"I did not" Recovery Girl said "Correct" The actor looked at Ren.
"In role, I believed stronger meant safer. When you called the seam, I understood you were still helping" Ren nodded.
"Good" Mizushima looked at the class.
"What did he do?" Yaoyorozu answered.
"He preserved consent and changed contribution" Kaminari said "He did not vanish" Kendo added "He made reassignment useful" Bakugo crossed his arms.
"He did not waste time convincing an idiot" Mizushima looked at him.
"Rephrase for civilian context" Bakugo's jaw worked.
"He did not waste time convincing a scared person to feel differently""Better" Kurose wrote: DO NOT CONVINCE FEELING. CHANGE CONDITIONS. Ren stared at that one too. It belonged in too many rooms. "No. I want someone who can pull me out" Ren stopped.
"Accepted. I will not pull. Pulling may worsen injury. Uraraka can assess movement if you consent. I can monitor sign angle" The actor snapped "Then get her" Ren looked toward Uraraka.
"Uraraka. civilian refuses my contact and requests movement support. sign angle unstable. assess before float" Uraraka moved.
"Accepted" Ren positioned where he could see the sign and the route. Shinso positioned where he could see the teen and the route. Neither had primary contact. Both remained in the rescue. The environmental condition triggered. A foam beam dropped halfway, blocking Uraraka's first exit path. The teen panicked and moved toward the wrong route. Jiro called "Stop. hazard" The teen did not stop. Shinso's condition? Civilian refused his voice. But immediate hazard?
They had crossed warning line but not the red emergency line. Harder is not automatically emergency. He could speak. He had said he would not prompt. Could he break that? Map. "I need to touch the sign support to prevent collapse. Not you. If you refuse, I will call emergency override if it drops further" The actor stared. Fear. anger. calculation.

"You both were refused. Neither of you became absent. Neither of you punished the refusal. Neither of you turned acceptance into victory when it came late" Ren exhaled. Shinso looked away. Kurose wrote: LATE CONSENT IS NOT A TROPHY The civilian actors gave reports. The teen actor said "I was more willing to follow Jiro because Shinso stopped trying to make me respond. His pointing helped because he did not vanish" The sign actor said "I refused because I thought chair meant unsafe.
I accepted sign contact because he explained the difference between touching the sign and touching me. When he released with warning, I did not feel dropped" Ren nodded.
"Good" Mizushima looked at him.
"Again. Do not sound relieved that fear became manageable" Ren corrected.
"Fear remained. rescue continued""Better" Aizawa wrote: FEAR CAN REMAIN. RESCUE CAN CONTINUE. The full-class drill came after a break. No one groaned this time. That was not because they liked it. It was because everyone understood now that the groan wasted air. The scenario had six civilians. Two refused help from specific students. One refused to leave without a pet carrier. One refused to speak. One wanted only a girl rescuer. One wanted only the nearest strong-looking rescuer.

"Release" He spoke immediately.
"Quirk used because red hazard crossed after nonverbal and verbal redirection failed. one movement command. released. agency restored" Kurose wrote while moving. Good. Ren was monitoring Tetsutetsu's brace when the "strong rescuer" civilian shifted and made the angle worse.
"Angle dropping. Tetsutetsu lower brace""I am lowering!"
"Not enough. three centimeters""Got it!" The brace held. Then Tetsutetsu slipped on loose foam. Ren was the closest stable point. The civilian had refused him as primary contact. Emergency threshold? Brace slipping. sign falling toward civilian. immediate. Ren spoke fast.
"Emergency support. sign only" Contact. Pain. Gate. Stop. Graft Lattice flared low. One. Tetsutetsu regained brace. Two.

"You did hold it" Ren answered "Briefly. Tetsutetsu has support now" No proof. No trophy. Good. Buzzer. End. Everyone stopped. Some breathed hard. Some looked sick. Some looked like they had finally understood why rescue exams were terrifying. Mizushima reviewed the run with surgical precision.

Pet-related refusal was handled without dismissing attachment. Gendered rescuer preference was accommodated without commentary. "Good" Neither looked happy. Mizushima seemed to approve of that.
"Corrections. Shinso, after Brainwashing release, you looked at the staff before looking at the civilian. The civilian needs confirmation first if safe" Shinso flinched. Then nodded.
"Accepted""Ren, after emergency support, you reported map to staff before telling the civilian the sign was safe. Staff needs map, yes. Civilian needed outcome first" Ren closed his eyes.
"Accepted" Recovery Girl said "Outcome then map if safe" Kurose wrote: OUTCOME TO CIVILIAN. MAP TO STAFF. Ren repeated it.
"Outcome to civilian. map to staff" Shinso repeated too.
"Civilian confirmation before staff check if safe" Aizawa nodded.
"Keep both" Final reports came slowly.
Kaminari said "No can change who does the task without stopping the task" Mina said "The thing they care about may be why they can move, not why they cannot" Sero said "Stepping back is still helping if someone else is safer" Uraraka said "Preference is not insult until I make it about me" Iida said "A refusal can be respected and still managed" Todoroki said "Changing tool or rescuer is not weakness" Yaoyorozu said "Triage includes consent paths" Asui said "Quiet refusal needs eyes" Jiro said "Silence is not empty" Bakugo was last among the observers.
He looked annoyed at having thought.
"Do the job around the no" Mizushima smiled.
"Crude. correct" Kurose wrote it. DO THE JOB AROUND THE NO Bakugo stared at her.
"You wait for me now""Yes" Kurose said He looked horrified. Shinso's report was short.
"Refusal does not make me absent. Using power after threshold still needs civilian confirmation first" Mizushima nodded. Ren's report followed.
"Emergency contact is not proof. Outcome to civilian first if safe. map to staff after" Recovery Girl nodded.
"Good" Aizawa capped the marker.
"Training ends" Kaminari lifted a hand.
"Do we get a non-traumatic board tomorrow?" Aizawa looked at him.
"No""Appreciate the honesty" After training, Ren slept for twenty-nine minutes. Not collapse. Sleep. When he woke, Hana was beside him and Daichi had brought broth from home because Hana had declared institutional soup emotionally insufficient. Ren looked at the bowl.
"Meaning?" Hana smiled.
"Nutrition first. Meaning optional""Accepted" He ate. Then added to his board: REFUSAL CHANGES THE PLAN, NOT THE PERSON DO NOT TURN REFUSAL INTO PROOF OUTCOME TO CIVILIAN. MAP TO STAFF. He stared at the last one. It had cost him to learn. That made it worth keeping. Across the wing, Shinso added: SILENCE CAN BE ROLE LATE CONSENT IS NOT A TROPHY CIVILIAN CONFIRMATION BEFORE STAFF CHECK IF SAFE He stared at the second line longer. Late consent was not victory.
Fear becoming manageable was not proof that fear had been wrong. He did not need the civilian to stop being afraid of him for the rescue to continue. That hurt. That helped. At dinner, Ren came for seven minutes and forty-three seconds again. Kaminari noticed and whispered "Repeat ugly number" Jiro whispered "Private" Kaminari whispered "Internally celebrating ugly continuity" Bakugo looked at Ren.
"Same number" Ren nodded.
"Stable ugly" Bakugo looked satisfied.
"Good" Shinso sat at the edge with barley tea. Mina offered general pudding to the table. No assigned meaning. No one asked if refusal training had been okay. Good. It had not been okay. It had been useful. Later, as the common room emptied, the shared board gained one more line under the exam date. NO CAN CHANGE THE ROUTE WITHOUT ENDING THE RESCUE No one knew who wrote it. This time, several people had handwriting plausible enough to hide behind. That was fine. Some lessons belonged to the room.
Not because the room owned them. Because everyone needed the handle. The exam would contain refusals. So would hero work. People would say no for bad reasons, good reasons, fearful reasons, wrong reasons, private reasons, and reasons that were none of the rescuer's business. A no could close one door.
