"Reintegration increases exposure""So does treating him like contraband" Kurose said Aizawa grunted. The official turned to him.
"You disagree?"
"No. I was agreeing unpleasantly" Present Mic, standing near the wall with dark circles under his eyes and his hair less vertical than usual, muttered "That's his main setting" No one laughed. Too tired. Too true. The security official pointed at the floor plan.
"The object-contact method means any movement multiplies threat surfaces. Every hall, every person, every object becomes an entry point" Recovery Girl slammed her cane once.
"Then remove every object from the planet and see if the boy grows up normal" Aizawa said "He's already not normal" Kurose looked at him. He added "None of them are. That is not the point" Nezu's eyes remained bright and tired.
"The question is not whether we can eliminate risk. We cannot. The question is which risks preserve personhood while reducing capture probability" A board member sighed.
"That is not a standard security framework" Kurose said "He is not a standard package" The room went quiet. Good. All Might stood near the back in hero form, arms folded, face shadowed. He had said little. When he finally spoke, everyone turned.
"We cannot protect them by teaching them that safety means disappearance" Aizawa looked at him. All Might continued "Bakugo cannot become only the boy villains wanted. Akiyama cannot become only the boy villains studied. Midoriya cannot become only the boy who broke himself. The students will absorb whatever definition we build around them" Recovery Girl looked away. Kurose wrote nothing. Nezu nodded.
"Then we build carefully" The security official was not heartless. That made the problem worse. Heartless people were easier to argue with. He looked at the floor plan.
"We can authorize controlled movement inside the secured wing. No open campus. No external transfer unless medically required or security environment changes. Guardian housing remains on campus today. Peer contact screened and scheduled. Larger approved personal objects permitted after inspection. No small objects. No unsupervised items. No target stacking" Aizawa said "And no surprise room changes" The official looked up. Aizawa's eyes were flat.
"If you move him without Kurose, Recovery Girl, or me telling him why, I will make it your medical problem" Present Mic whispered "Shota" Aizawa did not blink. The official swallowed.
"Noted" Nezu smiled pleasantly.
"Excellent. Cooperation is such a flexible concept" At the far end of the table, someone said "What about Bakugo?" Aizawa closed his eyes. As if summoning patience from a source that had been burned down years ago. Then opened them.
"He needs the same principle in a different shape. Do not make him perform stability for cameras. Do not let him isolate to prove he is untaken. Do not place him where anger becomes our security plan. Give him controlled ways to be capable without making him bait" Kurose looked at him.
"That was almost elegant""Tell no one" Present Mic raised a hand.
"Too late" The meeting lasted another hour. Everyone left with worse posture. But the plan improved. Slightly. That mattered. In the secured recovery suite, Ren spent that hour trying to choose the next approved shelf object. This had become an assignment from Hana, which meant it had moral weight disproportionate to the size of the shelf. The first object, Bentaro's laminated portrait, remained in place. "Good" Ren gave her a look. She sighed.
"Trustworthy" Later, a large soft wall panel was approved, printed, inspected, and mounted above the bolted desk. It was too large to vanish, too soft to become a weapon, too plain to be anything but words. THIS ROOM IS NOT IN CHARGE Ren stood in front of it for a long time. Not in any place Ren could see. Garaki stood in the lab before three files and updated the plan. He did not write kidnap Ren Akiyama.

He knew only that the wall now said THIS ROOM IS NOT IN CHARGE, that Bentaro's scarf photograph had survived another inspection, that Midoriya had slept most of the day and woken once to ask if Kota had actually called Bakugo angry luggage, that Bakugo had denied being emotionally affected by furniture, that Shinso had eaten dinner with Hana and Daichi in guardian housing after a chain of approvals so complicated it deserved its own villain name, and that Ragdoll was still missing. The day ended with rain again.
Ren opened his chart under the new wall panel. He wrote: U. A. meeting produced controlled movement plan. Not full release. Not full confinement. Shelf object two approved: THIS ROOM IS NOT IN CHARGE. People argued for dignity. This matters. All Might said safety cannot mean disappearance. Aizawa said no surprise room changes. For tonight, the distinction mattered.
