"Do civilians get revenge?" Aizawa said "They get evaluation forms" Kaminari paled.
"That is worse" Jiro nodded.
"Paper revenge" Sero leaned toward Mina.
"Can you imagine civilians grading Bakugo?" Bakugo turned.
"You want to grade the floor with your face?" Kurose, standing beside the board, lifted one finger.
"Threatening classmates is poor civilian handling" Bakugo's mouth opened. Closed. He looked furious at the invisible scoring penalty. Kirishima whispered "Growth" Bakugo snapped "Shut up""Partial growth" The gym had been rebuilt overnight. No target vests. No elimination balls. No hunting lanes. Instead, Gym Gamma looked like a collapsed city block made of foam walls, soft debris, taped hazard zones, fake storefronts, broken benches, tilted signs, and several small rooms with removable panels.
There were chairs, blankets, medical tags, warning lights, noise speakers, and enough clipboards to make even Iida uneasy. Most importantly, there were people. Not dummies. Not classmates pretending badly. People. Older support-course students. general-course volunteers. a few supervised drama-club students from another U. A. division. Two retired rescue instructors. And, standing beside Vlad King with a patient smile and terrifying clipboard, a woman Aizawa introduced as Mizushima from H. U. C.
Kaminari leaned toward Midoriya.
"What is H. U. C.?" Midoriya's notebook opened so fast it made a sound. He froze. Closed it. Whispered from memory instead.
"Help Us Company. They train professional disaster-scenario civilians for rescue exams" Kaminari looked more afraid.
"Professional civilians?" Jiro said "Your natural enemy" Mizushima smiled. That made it worse.
"Today, we will not be kind to you" Kaminari whispered "She said it so politely" Mizushima continued "We will be scared, confused, stubborn, embarrassed, injured, loud, silent, distrustful, angry, and occasionally wrong. You will not treat us as obstacles. You will not treat us as paperwork. You will not treat us as children unless the role is a child. You will not drag us into safety while making us feel like furniture" The gym became still. Aizawa tapped the board.
"Second stage preparation begins today. Rescue evaluation is not only about moving bodies. It is about assessing conditions, communicating, prioritizing, reducing harm, and making civilians feel safe enough to cooperate without lying to them" Recovery Girl sat at the medical station with her cane across her lap.
"Also not killing yourselves to look efficient" Kaminari lifted a hand.
"Is that part of the official rubric?" Mizushima said "It should be" Recovery Girl nodded.
"I like her" Everyone became more afraid of Mizushima. Ren sat near the Provisional Track entry point, chair positioned so he could see the field and the medical station without becoming central by accident. His brace was active. His support patch remained private-first. No target vest today. That absence felt like relief and danger. Shinso stood beside him with his collar neutral. His public summary card was clipped inside his training jacket, not visible unless requested.
Responder, still candidate, still provisional, still a handle he was learning to carry without letting it become a collar of a different kind. Aizawa wrote the phases. PHASE 1 — CIVILIAN CONTACTPHASE 2 — TRIAGE WITHOUT OVERCONTROLPHASE 3 — PROVISIONAL TRACK RESCUE ROLE Mina raised a hand.
"Question" Aizawa looked at her.
"Brief""Are we going to be emotionally destroyed?" Mizushima answered "Educationally pressured" Mina nodded.
"That means yes" The first phase began with Class 1-A only. Each student approached one civilian actor and performed a contact sequence: identify, assess, ask consent, communicate next step, and act if appropriate. It looked simple. It was not. Iida went first because he wanted structure and Aizawa believed in making students face the consequences of their desires. His civilian actor was an elderly man seated near a fake bus stop, holding his left arm against his chest. Iida approached with textbook posture.
"Sir, I am Tenya Iida from U. A. I am here to assist you. Please remain calm while I assess—" The man snapped "Do not tell me to calm down, young man. I am calm enough to know my arm hurts" Iida froze. The entire class froze with him. Mizushima's pen moved. Aizawa said "Continue" Iida inhaled.
"Correction. I should not have instructed your emotion. I am here to help. May I ask where you are hurt?" The actor looked at him.
"Left wrist. shoulder too. I can stand" Iida almost said do not stand. He stopped.
"Please do not stand yet. I need to check whether standing is safe" The actor frowned.
"Why?"
"Because shoulder pain and wrist pain may mean balance or injury risk. If you stand too soon, we may turn one injury into two" The actor nodded slowly.
"Better" Iida's shoulders lowered by exactly one centimeter. Mizushima said "Pause" Iida looked like he was about to apologize to the concept of pauses. She pointed at him with the clipboard.
"You corrected without defending. Good. You explained the reason instead of controlling the person. Good. Your first sentence made emotion the problem. Bad. Do not tell civilians what to feel before you know what happened" Iida bowed.
"Understood" Aizawa wrote: DO NOT COMMAND EMOTION Kaminari whispered "My emotions needed that" Jiro whispered "Yours need supervision" Midoriya's turn came with a child actor. That was cruel. Correct. The child sat under a fake table, hugging a backpack. Midoriya approached too quickly. The child flinched. Midoriya stopped so hard his shoes squeaked.
"Sorry. I moved too fast" The child stared. Midoriya crouched at a distance.
"My name is Midoriya. I am a student rescuer. I am going to stay here and talk first. Are you hurt?" The child shook their head.
"Where is my mom?" Midoriya's face changed. The whole room saw the instinct. Find mother. Move now. Promise. He breathed.
"I do not know yet. I will not lie. My first job is to keep you safe while we find information. Can you show me with your hand if anything hurts?" The child pointed to one knee. Midoriya nodded.
"Thank you. May I come closer to look at your knee?" The child hesitated. Then nodded. Good. Mizushima paused after he checked the knee without touching first.
"Report" Midoriya swallowed.
"I wanted to promise we would find her""And?"
"That would make me feel useful and make the child feel better for maybe ten seconds. It would be wrong if I could not guarantee it" Mizushima nodded.
"Good. Comfort that depends on lies becomes injury later" Aizawa wrote: DO NOT BUY CALM WITH A LIE Toshinori's remote audio, silent until then, carried a soft breath. Midoriya did not look at the speaker. Good. Bakugo's civilian was a middle-aged woman trapped behind foam rubble who refused to move because she was looking for her phone. Bakugo approached like a storm trying to wear a rescue vest.
"Can you walk?"
"My phone is under there""Can you walk?"
"My phone has my daughter's number" Bakugo's jaw tightened. The class braced. Bakugo took one breath.
"Your daughter needs you alive to answer later" The woman stared. Bakugo looked furious at having said something almost gentle.
"Can you walk?" The woman nodded.
"My ankle hurts""Good. not good. information. I am moving the foam. You do not reach under it. If you reach, you make my job harder and your arm worse" Mizushima paused the scene. Bakugo looked ready to fail defensively. She smiled slightly.
"Terrible tone. Useful content. You acknowledged the reason the phone mattered. You did not dismiss the object as stupid. Good. You still sound like you are angry at the civilian for being scared" Bakugo crossed his arms.
"I am angry at the rubble""Then make that clearer" Bakugo stared at her. Then looked at the fake rubble.
"Damn rubble" Aizawa closed his eyes. Mizushima said "Not quite" Kirishima whispered "He tried" Jiro whispered "That may be his bedside manner" Bakugo snarled "I can hear you" Mizushima wrote something down. Bakugo pointed at the clipboard.
"What?"
"Growth pending" He looked betrayed by paperwork again. The first phase continued. Uraraka learned not to say "It is okay" before knowing whether it was. Asui learned that her calm could feel like dismissal if she did not name danger honestly. Kirishima learned that kneeling too close made a frightened civilian feel crowded even if his intention was protective. Yaoyorozu learned to explain creations in simple terms before producing equipment near a civilian. Jiro learned that asking "Can you hear me?"
was less useful than asking "Can you point to where my voice is coming from?" when someone was disoriented. Sero learned not to joke until the civilian made the first non-survival joke. Todoroki approached a civilian who panicked at ice. He stopped using it before anyone told him.
"My ice is available, but I will not use it near you unless you consent or the structure requires it for safety" The actor stared.

"Also only if needed and safe" Mizushima paused.
"Good. You did not punish fear. You adjusted tool choice" Todoroki nodded.
"My tools are not the civilian's obligation" Kurose wrote that. TOOLS ARE NOT THE CIVILIAN'S OBLIGATION Ren looked at that line for a long time. So did Shinso. Phase two brought triage. This was where the class began failing in more interesting ways. Three civilians. One loud. one silent. one visibly bleeding with fake makeup. One route. One hazard. One time pressure. Students had to decide who moved first, who stayed, who received instructions, and what could wait. Mina and Kaminari went together.
They moved toward the loud civilian first. Wrong. The silent civilian had a red tag half-hidden under one sleeve. Mizushima paused after twenty seconds.
"Why did you go loud first?" Kaminari winced.
"Because loud felt urgent" Mina nodded.
"And because silent felt like waiting" Mizushima looked at them.

"Again" The second run, they checked silent first while speaking to loud.
"Loud civilian, I hear you. stay seated. I am checking someone who may not be able to call out. Kaminari, keep voice contact" Kaminari pointed at himself.
"Me?" Mina said "Voice contact. not panic contact" He nodded hard.
"Loud civilian, we hear you. Keep talking if you can. Do not move toward us" Better. Not perfect. Better. Todoroki, Iida, and Yaoyorozu ran next. They over-structured the triage and lost thirty seconds assigning roles while the confused civilian wandered toward a hazard line. Aizawa paused.
"Iida" Iida's face tightened.
"Too many words""Yaoyorozu""I created a tool before confirming whether a simpler instruction would work""Todoroki""I controlled the environment and forgot the moving person" Mizushima nodded.
"Again" The next run was cleaner. Short commands. Simple tools. Small ice. Clear route. Ren watched everything with increasing tension. Rescue was supposed to be his language. That made it dangerous. It made every failure look like something he should be allowed to correct. His role today was observe until Phase 3. Not command. Not solve. Map. Gym Gamma. chair. triage. loud. silent. red tag. "Correction. I want to command" Aizawa, who absolutely heard because underground heroes had impossible hearing when students admitted useful things, said "Good. Do not" Ren nodded.
"Accepted" Phase three arrived after hydration and snacks because Recovery Girl threatened everyone equally. The board changed. PROVISIONAL TRACK RESCUE ROLERESPONDERSTABILIZERCIVILIAN AGENCYNO OVERCONTROL Mizushima walked toward Ren and Shinso.
"I have read your operational summaries" Ren's fingers tightened on the chair control. Shinso's expression flattened. Mizushima noticed both.
"I have not read your private files. I do not need them for this drill" That helped. A little. She looked at Shinso.
"Your civilian may fear your Quirk" Shinso nodded.
"Expected" She looked at Ren.
"Your civilian may doubt your capacity" Ren nodded.
"Expected""Good. Neither of you will win the drill by convincing them to like you. You will win by making the rescue safer" Aizawa nodded.
"Roles" Shinso spoke first.
"Responder. verbal contact. consent check. no Brainwashing unless immediate hazard after verbal stops or staff override. public summary if fear question arises" Ren followed.
"Stabilizer. short controlled contact. clear limits. stop means transfer or hold position. no lifting. no private medical details. gear alerts me first" Recovery Girl said "Contact maximum?"
"Three seconds. stop before maximum if maximum becomes tempting. no Graft Lattice bracing unless support shift requires it and gate remains local""Accepted" The scenario began with two civilians. One adult actor crouched near a fallen sign, holding their ankle. One teenage actor stood near the wrong route, breathing fast, eyes fixed on Shinso. A shelf tilted near the ankle civilian. It could fall if the actor shifted wrong. The wrong route had a hazard marker.
The safe route required the teenage civilian to move behind Shinso, toward Ren's side, and wait. The buzzer sounded. The teen pointed at Shinso.
"Do not talk to me" The gym went still. Shinso stopped outside arm's reach.
"Accepted. I will not ask you to answer me. You can point or nod. I will speak instructions. You do not need to speak back" The teen blinked. No answer. Good. Shinso continued "That route is unsafe. Point to the safer side if you can see the green tape" The teen looked. Pointed.
"Good. Move to green tape. You do not have to answer" The teen moved one step. Then froze. The ankle civilian groaned. Ren moved toward them.
"My name is Ren Akiyama. rescue-stabilization. I can support the sign briefly. Do not move your ankle yet. May I touch the sign support near your shoulder? Not you" The actor looked at the chair.
"Can you even hold that?" There it was. Not cruel. Scared. Doubt with a pulse. Ren's wrist patch pulsed. Gate. He whispered "Stop" Pain stayed.
"My role is short stabilization, not holding everything. I can prevent the sign from shifting while support arrives. If I say stop, my teammate takes over or we hold position" The actor swallowed.
"Okay""Consent to sign support near you?"
"Yes" Ren moved in. Left hand to chair arm. Right forearm to support point. Pain. Graft Lattice woke low. One.
"Contact active. sign stable. ankle civilian not moving. need external brace" Shinso had the teen halfway to green tape but the teen kept watching him instead of the route. Shinso said "You can watch my hands. They stay visible. Keep moving to green tape" The teen moved. Two. The sign shifted because the ankle civilian tried to adjust. Ren said "Do not move ankle. sign reacts to you. breathe, stay seated" The actor froze. Three became tempting. The external brace was two meters away.
If he held one more second, maybe. No.
"Stop" He released. The sign shifted slightly but did not fall.
"Contact ended. continuing makes me second hazard. sign still unstable. brace needed before movement" Mizushima watched the ankle actor. The actor looked frightened. Important. Ren had stopped correctly. But the civilian felt the shift. That mattered. Shinso saw it. He turned his body slightly, not leaving the teen route.
"Ankle civilian, the support changed but you are not abandoned. Brace is next. stay seated. your job is not moving" Kendo, assigned as external support in this run, moved in only after Ren's summary.
"Taking brace" She placed the foam brace under the sign.
"Support held" Ren backed the chair half a meter.
"Map. gate local. pain present. support transferred. sign stable" The teen reached green tape. Shinso said "Good. You moved without answering. That worked" The teen looked at him.
"Are you going to use it?"
"No. Words and pointing worked" The teen nodded. Small. Good. The buzzer sounded. Scenario pause. Mizushima approached first, clipboard in hand.
"Civilian reports" The ankle actor spoke.
"When he stopped, I got scared because the sign moved. His explanation before and after helped. The other student saying I was not abandoned helped more" Ren looked at Shinso. Shinso looked away. Mizushima continued "The doubt question was answered operationally. Good. You did not make the civilian feel guilty for doubting capacity. Very good. However, the stop needs a pre-warning when possible. You said stop as you released.
A civilian under a shifting sign may need half a second of warning if the situation allows" Ren absorbed that. Not failure. Instruction.
"Accepted. Pre-warning if possible" Aizawa wrote: STOP WARNING IF SAFE Shinso's teen actor reported next.
"He did not make me talk. That made it easier to move. I was still scared of the Quirk. He did not argue with that" Mizushima nodded.
"Good. You accepted fear without rewarding it with control" Kurose wrote: ACCEPT FEAR. DO NOT LET FEAR DRIVE Shinso stared at the line. Good. Awful. True. Second run added pressure. Same setup, but this time the teen actor moved toward the wrong route after refusing to answer. Shinso used no Quirk at first.
"Stop. hazard route" The teen kept moving.
"Stop. red marker. point to green" The teen crossed the hazard line. Protocol. Shinso's voice sharpened.
"Immediate safety. step back" The actor answered "No" Brainwashing took.
"Step back behind green tape" The actor stepped back.
"Release" Then, immediately.
"Quirk used because civilian crossed hazard line after two verbal stops. one movement command. released. agency restored. You are behind green tape. You do not have to speak" The actor blinked. Breathing fast. But not lost. Ren, meanwhile, reached the sign. This time, he gave pre-warning.
"Contact active. I can hold for maximum three. if I say release, brace takes over" The ankle civilian nodded. One. Two. Kendo was delayed by a blocked route. Ren felt three approach. Proof came with it. Hold. No.
"Release in one" He released.
"Contact ended. brace delayed. sign still unstable. no movement" The sign shifted. Less panic this time. Mizushima watched. Good. Scenario pause. Reports came cleaner. The teen actor said "I hated the Brainwashing but understood why. He said what happened immediately. I did not feel like he was pretending it was nothing" Shinso's jaw tightened.
"Good?" Mizushima said "Good. Do not erase discomfort. Explain conduct" Recovery Girl said "That sentence goes on the wall" Kurose wrote it. DO NOT ERASE DISCOMFORT. EXPLAIN CONDUCT Ren's actor said "The warning helped. I still did not like the shift, but I knew it was coming" Ren nodded.
"Good" Mizushima looked at him.
"Do not sound relieved that they tolerated fear" Ren blinked. Then nodded slowly.
"Correction. The warning reduced surprise. Fear still counted""Better" Aizawa looked satisfied in the way that meant no one was allowed to feel finished. Then Mizushima announced the final drill. Full class rescue sampler. Groans happened. They were ignored. Class 1-A, Shinso, and Ren would run a two-minute scenario with five civilians. Loud panic. Silent injury. Distrustful teen. Combative adult. Child under table. Class 1-B would create environmental pressure but not act as villains.
They would become competing candidates who needed coordination. No one had full information. The objective was not extraction of everyone. The objective was correct triage, safe contact, civilian cooperation, and legible role use. Aizawa looked at the class.
"Remember. Loud is not always first. Fast is not automatically kind. Kind is not automatically competent. Do not command emotion. Do not buy calm with a lie. Tools are not the civilian's obligation" Kaminari whispered "There are too many truths" Jiro said "Pick the one in front of you" The buzzer sounded. Chaos. The loud adult screamed about their bag. The silent injury sat against a wall with one hand pressed under their ribs. The teen pointed at Shinso and backed away.
The combative adult shoved away help from Sero. The child under the table cried for a parent. For one second, everyone wanted to move everywhere. Then Yaoyorozu spoke.
"Silent check first. Jiro with me" Jiro moved.
"Kaminari, voice contact loud adult" Kaminari jolted.
"Loud adult, we hear you. Stay seated. Do not chase bag. I am here" The loud adult yelled "My medication is in the bag!" Kaminari froze for half a second. Then corrected.
"Medication matters. You matter first. I will report the bag. Do not move yet" Good. Midoriya moved toward the child but slowed before the table.
"My name is Midoriya. I will stay here and talk first. I do not know where your parent is yet. I will not lie. Are you hurt?" Good. Todoroki saw the combative adult flinch at ice forming nearby and dismissed it.
"My ice is not being used near you. Sero, distance" Sero stepped back.
"Copy. Distance" Iida shortened commands.
"Left route unsafe. green tape only" Asui repeated from higher angle.
"Green tape only" Shinso faced the teen.
"You do not have to answer. Point to pain or route. Words are safer. no power" The teen pointed at the child.
"Good. Child located. You can move to green tape without speaking" Ren moved toward the silent injury after Yaoyorozu called him.
"Stabilizer needed?" Yaoyorozu answered "Possible torso support. no lift" Ren approached.
"My role is short stabilization. I will not move you. May I support the debris near your side?" The actor gave a weak nod. Recovery Girl watched. Ren touched the support point. Pain. Gate. Stop.
"Contact active. silent civilian responsive. torso pain. no movement. need medical tag and brace" Mina appeared with a brace marker after checking with Kurose's stationed evaluator.
"Brace incoming. no glitter. no meaning" Ren almost laughed. Ribs. No.
"Release in one" He released. Mina took the brace point.
"Support held" Good. Then the combative adult shoved Sero's tape away and stepped toward a hazard zone. Todoroki called "Stop. hazard" They did not stop. Iida moved. Too fast. Aizawa's eyes sharpened. Shinso was too far. Kaminari shouted "Red marker!" The adult crossed the line. Sero did not bind them because he had no consent and no immediate life override until the line crossed. Now it had. He used tape around the waist, soft restraint, pulling backward just enough to stop movement.
"Emergency restraint. hazard line crossed. release when stable" The actor struggled. Todoroki stepped in, hands visible.
"You were crossing a hazard marker. Tape stopped movement. You are not trapped for punishment. We release when you stop moving toward the hazard" Mizushima watched with interest. The actor stopped. Sero released. Good. No Shinso. Not every control problem belonged to him. Shinso saw that. His shoulders lowered a fraction. The child under the table asked Midoriya "Will my mom be mad?" Midoriya's face changed again. He breathed.
"I do not know. Right now your job is to let me check your knee. Mine is to keep you safe. We find adults after that" Good. The loud adult tried to crawl toward the bag again. Kaminari looked panicked. Then said "Medication bag matters. I am assigning it" He looked around.
"Tokage! Bag check?" Tokage, as Class 1-B candidate, split a hand and retrieved the bag without entering hazard.
"Medication bag secured!" Kaminari looked like he might cry.
"Bag secured. You stay" The loud adult stopped crawling. Good. Buzzer. End. Everyone froze in positions of partial success. Mizushima took a long moment before speaking.
"That was not pretty" Kaminari whispered "Oh no" She smiled.
"It was much better than pretty" The room exhaled. She pointed with the clipboard.
"Silent injury checked early. Good. Loud civilian acknowledged without obeying volume. Good. Child received truth without false promise. Good. Distrustful teen moved without forced speech. Good. Stabilizer used short contact with release warning. Good. Emergency restraint was named and released. Good" Sero looked shocked.
"I did okay?" Mizushima said "You restrained. You explained. You released. Yes" He looked at his tape.
"Good tape" Aizawa said "Do not become weird with tape""Too late historically" Kurose wrote: RESTRAINT MUST BE NAMED AND ENDED Shinso stared at it. So did Sero. So did everyone, really. Mizushima continued "Corrections. Iida nearly overran a civilian to fix a civilian. Todoroki dismissed ice well, but failed to announce alternate plan quickly enough. Kaminari's voice went too high during bag reassignment. Ren, your release warning was good.
Your face after the brace transfer looked relieved enough that a civilian might think fear was finished. It was not. Shinso, your no power summary was clear, but you stood too still after the teen pointed. They needed route, not statue" Shinso closed his eyes briefly.
"Accepted" Ren nodded.
"Accepted" Aizawa looked at the class.
"Final reports. One sentence each. What did you learn?"
Iida said "Movement toward rescue can become hazard if I stop seeing the person in front of me" Uraraka said "Not every scared person wants lifting first" Asui said "Quiet can be urgent" Kaminari said "Medication bag mattered but crawling toward it did not help" Jiro said "Voice contact is a task, not filler" Sero said "Restraint is not automatically wrong if named, justified, and ended" Todoroki said "Removing one tool means naming the next one" Yaoyorozu said "Triage is not hierarchy of whose fear sounds most important" Midoriya said "Truth can be gentle without becoming promise" Bakugo, who had observed this run because Aizawa wanted him to suffer through not fixing things, crossed his arms.
"Civilians do not care how right you are if you make them worse" The room went still. Mizushima smiled.
"Excellent" Bakugo looked horrified.
"Do not" Kurose wrote it. CIVILIANS DO NOT CARE HOW RIGHT YOU ARE IF YOU MAKE THEM WORSE Bakugo stared.
"You people keep stealing my insults" Aizawa said "Make fewer useful ones" Shinso said "Impossible for him. Accidental wisdom condition" Bakugo turned.
"Want a condition?" Aizawa's scarf shifted.
"No" Ren's final sentence came last.
"Rescue is not moving the body. rescue is reducing what the person loses next" The gym quieted. Mizushima wrote that one herself. RESCUE IS REDUCING WHAT THE PERSON LOSES NEXT Recovery Girl looked at Ren for a long second.
"Keep that" Ren nodded. He would. After training, Ren slept for thirty-four minutes. Not collapse. Sleep.
