The form looked harmless because forms had spent centuries practicing that face. One page. Clean margins. Enough blank space to make surrender feel organized. Authorized representative signature required. Transfer of provisional compliance authority required for external recognition. Darren leaned over the table.
"That sentence has a knife in its sock." Varrow ignored him.
"Recognition would allow your standards to enter negotiation rather than remain unauthorized local conduct."
"Translation," Maya said, "sign here so you can tell people we agreed to be managed."
"Managed communities receive protections." Mrs. Vance took in the form for a beat.
"The roof in use already received protection."
"Temporary system effects are not external status." Horace's pencil hovered. He looked tempted in a way that made Mateo's stomach tighten. Not tempted to betray anyone. Tempted by the old hunger of people who had survived too long on workaround and wanted one official thing to say they were real. "Term. Nothing forever." Althea added a third.
"Affected seats. If it touches routes, route has a seat. If it touches cots, shelter has a seat. If it touches kids, child corner has a seat. If it touches everyone, everyone gets notice and time."
"Emergency exception?" Darren asked. Rosa shook her head.
"Emergency sunset already exists. It cannot be used to sign away the sunrise." Horace wrote that down with visible gratitude. The form resisted in small ways. The paper tried to keep its blank authority. The signature line darkened every time someone added a limit. Senn's tablet produced three warnings, all of them variations on inefficient, incomplete, and nonstandard. Mrs. Vance enjoyed each one personally.

"I heard it as I said it," he admitted. One copy could be locked, lost, edited after midnight, or politely placed under a different folder until memory gave up. "Did he just do paperwork at us respectfully?"
"Do not romanticize it," Rosa said. But she did not look away from the blue witness mark. The Authority folder closed. For three whole seconds, nothing new opened. Then Kade Rill's blank shield lifted toward the old department store at the far end of the mall. The black cabinet inside it clicked open one final notch. A folder without a title slid forward. Its tab was not yellow or black. It was blue.
