The second rule of surviving the apocalypse was that anyone who declared a toll on public water within the first hour deserved to meet Rosa Medina. Preferably at conversational distance. Possibly while she was holding a fire extinguisher. Mateo had not known that rule before the sky turned blue, but it became obvious as soon as the message faded over Mason Street. Water Tower Node has been contested. Claimant: Sanctuary 19-A, Crown Mall Food Court. Toll declared. Unauthorized access will be repossessed.
Rosa stood just outside the Civic Barricade with her clipboard under one arm and a sharpened sign spear in the other hand. The sign had once said NO PARKING ANY TIME. Now it had a point and a personality.
"Repossession," she said.
"That is what it said," Mateo replied.
"They have been a sanctuary for less than an hour and already invented fees." Darren Pike cleared his throat.
"Malls are structurally suited to commerce." Rosa turned her head slowly enough to make the silence useful. Darren looked at the ground.
"I am against the toll."
"Good survival instinct." The expedition team moved down Mason in a tight line. Mateo walked front left with the Token Hook. Niko walked front right behind a pallet shield reinforced with street sign strips. Mrs. Vance pushed the battery rig, its wires coiled like sleeping snakes. Rosa kept center, watching windows and alleys. Marcus stayed close despite his bandaged arm, jaw locked toward Tenth Street and the laundromat where his wife might be waiting. Darren took the rear and tried to look rare.
Behind them, the Civic Barricade sealed with a groan of refrigerator doors and chain-link. The sanctuary vanished from immediate safety to visible hope. Outside the boundary, the city felt edited. Cars sat abandoned at angles. A bus idled with no driver, its destination sign flickering between DOWNTOWN and BE NICE. Blue tutorial panels hovered over some storefronts, marking them as hazards, caches, or locked objectives. A flock of paper scraps circled a traffic light like birds that had learned bureaucracy.
Shard-Bags lurked in alleys, turning their grocery-bag heads toward the expedition but not rushing immediately. Mateo's Route Authority painted a faint blue line along the street. Route 7 Partial Claim active. Known civic landmarks recognized: Juniper Transfer Station, Mason Water Tower, Little Oaks Daycare, Tenth Street Laundromat, Unit Seven last known location. "From bad," Rosa said.
"To?"
"Keep asking and it will become personal." They passed the corner pharmacy first. Its front windows had been smashed outward. Not inward. Shelves lay scattered across the sidewalk, blister packs and pill bottles glittering in the gutter. A blue label hovered above the doorway. "Shouldn't we get medicine?" Rosa looked at Mateo. Mateo looked at the water tower rising three blocks ahead, its steel legs visible above rooftops. Crown Mall sat beyond it, a squat brick mass with glass entrances and a parking lot full of dead cars. The tower was closer than the mall, but the horn had come from that direction. Organized people were near the water. Organized people could be worse than Shard-Bags.
"Not yet," Mateo said. Marcus's face hardened.
"My wife may need medicine."
"She definitely needs water if we all survive long enough to reach her." That was too sharp. Mateo knew it as soon as he said it. Marcus stepped toward him. Niko shifted his shield between them without making it obvious. It was impressive. Like moving a wall politely. Rosa said, "We mark the pharmacy, complete the water objective, then decide whether the route can support a stop. That is not no. That is order." Marcus breathed through his nose. Once. Twice.
"Fine," he said. The Notice Board back at the sanctuary pulsed faintly in Mateo's mind. He had not expected that. A thread connected him to it, thin but present. When he focused, he could feel Evan adding PHARMACY - MEDICAL SALVAGE - INTERIOR MOVEMENT under known hazards. Assistant Clerk was apparently a real job now. They moved on. The first attack came from a recycling bin. Mateo saw the blue outline half a second before the lid flew open. Blue Bin: Scrap Value 1 / Plastic / Occupied"Occupied!" he shouted.
A thing made of aluminum cans and plastic bottles launched itself at Niko's shield. It was shaped like a dog if a dog had been assembled by someone who hated dogs and understood only momentum. Its paws clattered. Its bottle-cap teeth snapped at the pallet wood. Can Hound Level 2 Behavior: Pack scout / Noise maker"Pack scout means pack!" Mateo yelled. Three more Can Hounds burst from bins, gutters, and the open back of a parked pickup. Darren shouted and fired a bolt of communication lightning.
It hit the nearest hound, arced through its aluminum ribs, and made the creature emit a radio squeal. The squeal became words.
"PLEASE HOLD." Everyone froze for the wrong half second. Rosa stabbed it with the No Parking spear.
"Do not let the trash put you on hold!" Niko smashed one hound into a mailbox. Mrs. Vance sent a controlled spark along the wet curb, shorting another until it collapsed into cans. Marcus, injured arm tucked close, used his golf club to knock a third away from Darren's ankle. Mateo hooked the first hound by the spine and pulled. The Token Hook bit into the unstable construct. Loose salvage tore free: cans, bottle caps, plastic rings. The hound shrank mid-lunge, more idea than body.

"Darren," Rosa said, "comfort got left inside." They kept moving. Mateo's Focus dipped and recovered in small, gritty pulses whenever he did work the world considered thankless. Claiming loose scrap. Marking hazards. Holding a fallen street sign while Niko bent it into a better shield. Logging the Can Hound pack location through the Notice Board thread. The Stubborn Civic Employee trait did not make him feel powerful. It made him feel like the universe had approved his overtime.
He was not sure whether to be grateful or insulted. At Mason and 8th, they found Unit Seven. Mateo's garbage truck sat nose-first against a street tree, hazard lights dead, compactor half open. Its windshield was cracked. One front tire had blown. Blue tutorial motes drifted around it like curious insects. "That was not a denial."
"Tool kit, flare pack, radio, fuel." Marcus looked toward the water tower.
"You said water first."
"Two minutes," Mateo said.
"No." Mateo turned.
"Tools make water easier. Fuel makes return safer. Radio might connect to other city workers. Two minutes." Rosa checked the street. Shard-Bags scraped two blocks back. Can Hounds watched from under a sedan but did not approach. The water tower rose closer now, its tank painted with the old city logo: a river, a bridge, and a slogan nobody could remember without looking. "Two minutes," Rosa said.
"Darren watches rear. Niko watches front. Mrs. Vance, if the truck bites him, zap both."
"Gladly," Mrs. Vance said. Mateo climbed into Unit Seven's cab. The smell hit him first: vinyl, old coffee, rain, diesel, and the ghost of every route he had ever complained through. His lunch bag sat on the passenger floor. His extra gloves were in the door pocket. A photo strip was taped to the dash: Mateo and his little sister Lucia at a carnival three summers ago, both wearing sunglasses they had won by throwing rings at bottles. Lucia had written STOP BEING BORING on the bottom in silver marker.
He took the photo down and tucked it into his vest. No blue prompt appeared. No stat bonus. No dramatic notification. Good. Some things did not need to become systems. He grabbed the tool kit, flare pack, and municipal radio. Then he looked at the compactor teeth. They were heavy steel plates designed to crush furniture, appliances, and the public's belief that bags could hide bricks. Sort the Pile labeled them with bright eagerness.

"No promises!" He claimed two compactor teeth. The effort made his eyes ache, but the plates broke loose with a heavy chunk. Niko helped drag them out.
"Big," Niko said approvingly.
"Shield upgrade?" Mateo asked.
"Shield upgrade." Emergency Assembly offered three options: Crushing Barricade, Jaw Shield, Dumb But Effective Sled. Mateo chose Jaw Shield. The compactor teeth slammed onto Niko's pallet shield, locking over the front like metal jaws. Street sign strips wrapped the edges. Rebar handles punched through the back. The shield became absurdly heavy. Niko lifted it anyway and smiled for the first time since the dome dropped.

They reached the water tower with seven hours and fifty-eight minutes until the next wave. The tower stood behind a chain-link fence topped with barbed wire. In the old world, the water department kept the gate locked, the grass badly mowed, and the tank mostly ignored unless pressure dropped. In the new world, the tower glowed with a blue ring at its foundation.

"Against it. Fully against it." The gate was chained shut. Mateo could have cut it with the Token Hook, but Mrs. Vance stopped him.
"Chain is grounded," she said.
"Is that bad?"
"It is humming." Mateo listened. Beneath the city noise, the chain buzzed faintly, a low electric vibration. Mrs. Vance touched two fingers near it without making contact. Sparks crawled over her knuckles.
"Something in the pump shed is feeding current into the fence."
"Can you stop it?"
"I can redirect it. Stopping electricity is what people say when they have already made mistakes."
"Redirect where?" Rosa asked. Mrs. Vance pointed at Darren. Darren stepped back.
"I object as a financial professional."
"You are a Lightning Broker," Mrs. Vance said.
"Broker."
"I thought it was metaphorical."
"It is about to become educational." They set up the battery rig beside the gate. Mrs. Vance connected copper wire to the fence, to the rig, and then to a metal street sign Niko jammed into the ground. Darren stood nearby with both hands raised, sweating.
"When I say now," Mrs. Vance told him, "you pull, not push."
"What does that mean?"
"If you push, you explode the gate. If you pull, you take the excess into your class loop and discharge it through the sign."
"What happens if I do neither?"
"Then you are decorative." Rosa patted his shoulder.
"Be useful, Darren." Mrs. Vance touched the wire.
"Now." Darren screamed, but to his credit, he pulled. Blue-white current leaped from the fence into the copper wire, through the battery rig, across Darren's hands, and into the street sign. The sign flashed so bright its old warning changed from SPEED LIMIT 25 to SPEED LIMIT PLEASE. The chain stopped humming. Darren dropped to one knee, smoking faintly. Darren Pike has learned: Current Negotiation I"I hate professional development," Darren said. Mateo cut the chain. The gate swung open.
The pump shed door banged from the inside. Once. Twice. A thin line of water ran from under the door, uphill.
"Water should not do that," Marcus said.
"Very little has respected should today," Mateo said. The door burst open. A Pipe Wraith flowed out. It was not solid like the Shard-Bags or Can Hounds. It was a twisting ribbon of dark water, copper pipe, rubber washers, and rust flakes, with a face that formed and dissolved around a broken pressure gauge. It moved like a spill with intent. The temperature dropped as it crossed the threshold. Pipe Wraith Level 3 Behavior: Choke pressure / contaminate flow / defend node Niko met it with the Jaw Shield.
The wraith hit him and splashed around the shield's metal teeth. Rusty water curled over the top, reaching for his face. Mrs. Vance sparked, but the wraith split around the electricity. Rosa stabbed it with the No Parking spear and got a spray of brown water for her trouble.
"I dislike water monsters!" she shouted.
"Popular position!" Mateo shouted back. Sort the Pile struggled. The wraith was not one object. It was system failure with limbs. "Need pipe and valve!" Mrs. Vance kicked a length of copper toward him. Rosa ripped the valve wheel off the wall with a noise that suggested she had needed to do that to something all day. Mateo claimed both, plus a strip of hose and two chunks of concrete. The assembly formed in midair: copper curved into a giant C-clamp, the valve wheel locking at one end, hose wrapping the grip, concrete weighting the jaw. Niko shoved the wraith forward with the shield. Mateo clamped it.
The Pipe Wraith shrieked through the pressure gauge. Its body tightened into a vertical column of dark water and pipe fragments. For the first time, Mateo saw the core: a fist-sized knot of rusted valves spinning behind the gauge face.
"Darren!" Rosa shouted. Darren, still smoking, lifted one hand.
"My cooldown--""Communicate with that!" He fired. The bolt hit the pressure gauge and translated the wraith's shriek into a burst of words.
"OVERDUE. OVERDRAWN. OVERFLOW. OVERDUE."
"Great," Rosa said.
"Even the water has billing." Mrs. Vance put both hands on the clamp and sent current through the copper. The wraith spasmed. Marcus stepped in with his golf club, jaw clenched, and struck the rusted valve core as hard as he could. The core cracked. Mateo hooked it and pulled. The wraith burst into clean water. Not all clean. Much of it smelled like old pipes and bad luck. But the blue label changed.

"Why is the mall at sixty-one percent?" he asked. Rosa stepped into the shed behind him.
"Because they got here in the system before us."
"They are not here."
"Apparently paperwork travels faster than people." A voice came from outside.
"That is correct." The expedition turned. Six people stood beyond the gate. They wore matching black aprons from Crown Mall's food court, each with a blue token pinned at the chest. Their leader was a tall woman with silver hair, a chef's coat under her apron, and a long bread knife glowing with tutorial light. Behind her, two teenagers carried trays like shields. One man held a mop with a hooked blade. Another had a cash drawer strapped to his forearm. The woman smiled politely.
"I am Valerie Chen," she said.
"Sanctuary 19-A administrator. Crown Mall Food Court." Rosa looked delighted in the worst possible way.
"You declared a toll on public water."
"We declared a usage fee on a contested resource we were first to register."
"That is a toll wearing perfume." Valerie's smile did not move.
"We have one hundred and twelve residents, three restaurant kitchens, and refrigeration. We also have food production. If you link your transfer station to our water claim, we can provide ration access under fair exchange."
"Define fair," Mateo said. The cash-drawer man lifted a paper. Actual paper. Printed.
"Initial terms," Valerie said.
"Twenty percent of your salvage intake, priority claim on metals classified uncommon or better, and labor support as needed." Niko laughed. It was not a big laugh. It was worse. Small, flat, and final. Valerie glanced at the Jaw Shield.
"Your people are under-equipped. We can help."
"For twenty percent of everything we pick up off the ground," Rosa said.
"You are a waste facility. Salvage appears to be your natural advantage. Water and food are ours." Mateo looked at the pump interface. Juniper Transfer Station. Crown Mall Food Court. External claim pressure, 61%. A resource node that could become cooperation or leverage in the next five minutes. Marcus stepped close.
"Mateo." Tenth Street was two blocks away. Nina Cole was still on the board. Water first, laundromat second. They were running out of first. Valerie followed his glance.
"We are not enemies. But the Tutorial rewards structure. We intend to be structured."
"I work for the city," Mateo said.
"I have seen structure commit crimes." For the first time, Valerie's polite expression sharpened.
"And I have seen unstructured panic get people killed." That landed because it was true. Rosa noticed. She always noticed.
"Here is a counteroffer. Public water, public access. We help defend the tower, you stop pretending a food court is a kingdom." The teenagers behind Valerie shifted. The mop-blade man tightened his grip. A blue warning appeared. RESOURCE RULE CONFLICT Available civic access rules: 1. Open Public Access - broad morale gain, high defense burden 2. Rosa whispered back, "Darren, I swear if your lightning starts mediating, I will throw you in the pump." Mateo read the options again. Force Claim would be simple. Not easy, but simple. Fight the mall team, take the node, send water home, rescue Nina. Toll Access was poison.
Open Public Access was moral and maybe suicidal. Mutual Aid Charter required trust, and trust was not something you built with a bread knife and a fee schedule. Valerie's eyes flicked over the same invisible list.
"A charter," she said, "could work."
"Terms?" Mateo asked.
"Joint defense. Equal water access for linked residents. Salvage-for-food trades by request, not automatic levy."
"No twenty percent."
"No twenty percent." Rosa leaned closer to Mateo.
"She folded fast."
"Because the system gave a better option."
"Or because she opened high."
"Also that." Mateo looked at Valerie.
"We sign after you remove the word repossessed from your vocabulary." Valerie looked at the cash-drawer man. He crossed something out on the paper.
"Done."
"And no labor support as needed."
"Mutual aid requests only."
"And the water tower remains public civic infrastructure." Valerie's smile returned, smaller.
"You are attached to that word."
"Civic?"
"Public." Mateo thought of the sofa in the drain. The woman in the bathrobe. Marcus at the fence. Evan's neat columns. Rosa dispatching panic into tasks. The transfer station built from everything people threw away and still holding them alive by spite, labor, and sorted bins.
"Yes," he said. The pump interface glowed brighter. Mutual Aid Charter drafted. Authority signatures required: Juniper Municipal Transfer Station, Crown Mall Food Court Warning: Charters may create obligations. Obligations are how civilization sneaks back in. Mateo signed with the Token Hook. Valerie signed with the bread knife. The water tower rang like a bell.

Then Marcus grabbed his sleeve.
"Nina," he said. Mateo nodded.
"Now." Valerie lifted a hand.
"The laundromat on Tenth?" Marcus went still.
"What about it?" Valerie's expression changed. Not much, but enough.
"One of our scouts saw movement there. Not Shard-Bags. People. They barricaded the second floor." Marcus closed his eyes.
"Alive?"
"At the time." A horn sounded from the mall. Another from the water tower. The blue dome darkened by one shade. WAVE TIMER ADJUSTED Shared objective accepted. Threat response accelerated. Next Wave: 03: 59: 59 Special condition: Water nodes draw thirsting enemies. Rosa took in the timer for a beat.
"We lost four hours." Valerie's team looked just as surprised, which was the only reason Rosa did not stab diplomacy immediately. Mateo checked the route. Tenth Street. Laundromat. Pharmacy. Return to sanctuary. Defend water tower in under four hours. His Focus sat at eight out of fourteen. The Token Hook felt heavy in his hand. Marcus was already moving toward Tenth. Mateo followed.
"Rosa," he said.
"I know."
"Mrs. Vance."
"Already angry," the old electrician said. Niko raised the Jaw Shield. Darren looked at the tower, the mall team, the darkening dome, and the street full of waiting trash monsters.
"For the record, I think we should update the route difficulty." The system did. Route Difficulty: D- Commentary: Good luck. Mateo started running.
