Mateo had always believed water towers looked calmer than they had any right to. They stood above neighborhoods with their round bellies full of pressure and municipal trust, pretending they were not one bad valve away from reminding everyone how heavy water could be. The Mason Water Tower had done this for decades. It had watched traffic lights fail, school buses hiss through morning fog, and city workers eat lunch in trucks under its shadow.
Now it glowed blue at the base, rang faintly like a struck glass, and attracted monsters that looked thirsty in ways water was not meant to understand. Mateo arrived with a salvage column behind him. Calling it a column was generous.
It was thirty-two people dragging the best bad ideas Juniper Sanctuary could provide: refrigerator doors, pallet racks, rebar bundles, traffic cones, two rolling dumpsters, three sections of chain-link fence, an office desk with one missing drawer, the Coin Heart from the laundromat, and a vending machine that still dispensed barbecue chips if someone kicked the lower left corner. Rosa walked beside him with a clipboard under one arm and a No Parking spear over the other shoulder.
"Inventory," she said.
"Two dumpsters, four door panels, six pallet racks, twelve rebar pieces, one cursed coin thing, one snack machine, and Darren." Darren Pike looked up from where he was helping Mrs. Vance pull copper wire off a spool.
"I heard my name listed after the cursed coin thing."
"Alphabetical," Rosa said.
"It was not."
"Emotionally alphabetical." Niko Petrov rolled the Jaw Shield onto the wet pavement and stretched his shoulders. The shield had gained dents since the laundromat. It had also gained respect. People gave it room the way they gave room to forklifts, angry dogs, and grandmothers holding opinions. Valerie Chen's food court crew had already reached the tower. They worked with unsettling discipline. Folding tables became barricades. Restaurant trays were wired together into reflective screens.
A teenager stacked soda syrup boxes behind the fence. Two cooks filled stockpots with water and set them under the pump shed awning. A man from the pretzel stand sharpened broom handles with a chef's knife and the calm expression of someone who had been waiting years to use his wrists for something meaningful. Valerie stood near the gate, silver hair braided tight, glowing bread knife at her hip.
"You brought barriers," she said.
"You asked for barriers."
"I did not expect a vending machine."
"That one is morale and emergency sodium." Rosa pointed her clipboard at Valerie.
"And nobody gets to levy a fee on emergency sodium." Valerie's mouth twitched.
"Noted." The blue dome overhead darkened another shade. A system window unfolded above the water tower for both linked sanctuaries to see. "That last part was about you," Rosa told Valerie.
"It may also have been about you."
"Impossible. I was correct." Mateo did not have time to enjoy diplomacy finding its natural level. He stepped inside the fence and activated Sort the Pile. The tower grounds lit up in categories.

It was heavier than it looked, a lump of fused quarters and blue dust with a laundromat token trapped in the center. It ticked softly. Not like a clock. Like coins settling in a machine. "Your eyebrows filed paperwork." Mateo looked at the grounds. The pump shed sat at the center. The fence gave them a boundary, but not a wall. The road to the south dipped under an overpass where water had pooled. The north side faced a row of warehouses and parked delivery trucks. The west side ran toward the mall access road. The east side opened onto Mason Street, where broken hydrants leaked thin lines into the gutter. Thirsting enemies would come for water. So give them something else to want.
"We build lanes," he said.
"Three killing lanes. South, east, west. North stays evacuation. Pump shed gets the real wall. Coin Heart goes in a false valve station away from the pump." Valerie listened. Rosa wrote. Niko picked up the Jaw Shield. Mrs. Vance smiled like she had found a fuse box nobody else knew was live.
"And the vending machine?" Darren asked. Mateo looked at it. The system obliged. Vending Machine: Snack Capacity / Steel Box / Bright Lights / Questionable Nutritional Authority Suggested assembly: Decoy Kiosk, Grade E+"Decoy kiosk," Mateo said. Darren nodded slowly.
"A vending machine that lies."
"A vending machine," Rosa said, "so yes." They worked. Mateo spent Focus like overtime. He claimed refrigerator doors and bolted them into overlapping shields around the pump shed. Pallet racks unfolded into lane walls. Rebar stabbed through concrete parking stops. Folding tables from the food court became angled deflectors. The rolling dumpsters locked into place on the south lane, their lids propped open like metal jaws. The Mobile Barricade blueprint pulsed in his vision.

Blue lines welded scrap into a chest-high mobile wall with side handles, a hinged front plate, and the broken sunglasses from the laundromat sign bolted near the top.

Then a hundred dry throats trying to drink concrete. The first enemies crawled from the pooled water under the overpass: long, thin bodies made of cracked asphalt, plastic bottles, rusted pipe, and dried mud. Their heads were hydrant caps split open like mouths.
Blue light burned inside them, not clean and bright like the system windows, but pale and starving. Enemy wave detected: Thirst Crawlers Level 2 Behavior: seek water / foul reservoirs / swarm low defenses Behind them came larger shapes, hunched and dripping brown water from broken valves in their backs. The vending machine flashed blue. The Coin Heart spun inside a fake valve box wired to its payment slot. The machine chirped, displayed no readable words, and dropped one bag of chips into the tray. Every Thirst Crawler turned toward it.
"I hate that this works," Darren said. The crawlers surged between the rolling dumpsters. Rosa gave the signal. Food court cooks yanked ropes. Dumpster lids slammed down from both sides, smashing the first rank flat. Niko and two warehouse workers drove Captain Dumpster forward, pinning three more against the lane wall. Mrs. Vance sent current along copper wire strung over wet pavement, and the crawlers spasmed into loose pipe and mud. Mateo hooked salvage as it fell. Not all of it.
He could not think of everything. But Sort the Pile gave him flashes: pipe ribs, bottle caps, cracked hydrant teeth, mud that wanted to become a problem. He stripped usable parts before the next wave could reclaim them. The Hydrant Brute charged the west lane. It had the body of a street repair nightmare. Two hydrants formed its shoulders. A bent stop sign jutted from its chest. Its fists were concrete chunks wrapped in pipe.
Water blasted from breaks in its back with every step, leaving slick arcs across the pavement. Valerie met it with three tray-shield bearers and her glowing bread knife.
"Brace!" she ordered. The brute hit. The tray-shields bent but held. Valerie cut across the brute's knee. The bread knife left a line of golden heat through rusted pipe. Omar hooked its ankle with the mop-blade. Priya threw a soda syrup box under its foot. The brute slipped, slammed one fist into the pavement, and cracked the west lane wall.
"Mateo!" Valerie shouted. He was already moving. Rosa threw one without asking why. That, Mateo thought, was trust. Or impatience. In practice they looked similar. He claimed the valve wheel, hose, rebar, and one Clean Flow Spark. The spark resisted. It wanted water, pressure, direction. Mateo gave it all three in the shape of a problem.
Metal bent around light. Hose wrapped the ring. Rebar formed locking teeth. The Pressure Collar snapped around the Hydrant Brute's neck. For one breath, all the water blasting from its back reversed. The brute inflated.
"That seems bad!" Darren shouted.
"Hit the knees!" Mateo shouted back. Niko slammed the Jaw Shield into one leg. Valerie cut the other. Mrs. Vance grounded the collar through a fence post. The brute's pressure surged downward with nowhere to go. Its legs blew apart into pipe, concrete, and brown foam. Mateo hooked the stop sign from its chest and pulled. The brute collapsed. "Can we file that under absolutely not?"
"No," Mateo said.
"I was afraid you would say that." The second half of the wave hit from the east. They were not crawlers. They were people-shaped hollows of steam, pipe fittings, and cracked cups. Their mouths opened in silent thirst. Every step dried the wet pavement beneath them. Enemy detected: Dry Choir Level 3 Behavior: drain morale / evaporate stored water / harmonize badly The Dry Choir began to sing. It had no melody. It was the sound of empty faucets and unpaid bills and a child asking if there was any more water.
The stockpots under the awning trembled. People stopped fighting for half a second too long. Mateo felt his own mouth go dry. Then Rosa climbed on top of Captain Dumpster and blew a whistle from her dispatcher lanyard. The sound cut through the choir like a blade.
"Juniper!" she shouted.
"If you can hear me, you can move!" People moved. Valerie's cooks banged stockpot lids together. Darren fired a lightning bolt into the copper line and made the whole east fence buzz. Mrs. Vance turned the buzz into rhythm. Niko shoved Captain Dumpster across the lane with three others, and the sunglasses on the front reflected blue light directly into the choir's hollow faces. Mateo saw the assembly before the window offered it.

"I knew management would steal my tools!" She threw it. Mateo caught the whistle, claimed the stockpot lids, copper, and vending machine speaker, and built the loudest municipal complaint in history. It looked like a megaphone made by a committee that had been trapped in a kitchen during a power outage. It sounded worse. He aimed it at the Dry Choir and triggered it. The Noise Ordinance screamed. The Dry Choir shattered into steam. Enemy group disrupted.
Recovered: Empty Cup Shards x11, Dry Note x3, Public Complaint x1"Public Complaint?" Rosa said. Mateo picked up a glowing scrap shaped like a tiny folded form.
"It is a crafting component."
"Of course it is." The final enemy came alone. It climbed over the south lane after the crawlers were gone, tall and narrow, made from drain grates, cracked porcelain, broken pipes, and one entire drinking fountain folded into its chest. Water flowed through it in black threads. ELITE SPAWNED Fountain Mourner Level 5 Objective: contaminate water node It did not roar. It wept. Every tear that hit the ground smoked. Mateo had four Focus left. The pump shed wall behind him held. The water tower ring glowed steady.
The false valve station flickered, Coin Heart still spinning in the decoy. People were exhausted. The Fountain Mourner moved toward the pump shed with slow, inevitable steps. Valerie lifted her bread knife. Rosa raised her spear. Niko moved Captain Dumpster into the path. The Mourner touched the mobile barricade. The front plate rusted instantly. Niko swore in a language Mateo did not know and shoved harder. Mateo looked at the Dirty Flow Core in his hand. Bad idea with consequences.
"Mrs. Vance," he said.
"No," she said.
"I did not say it."
"You have a look. I am learning the look."
"Can you ground dirty water?" She stared at him for one second. Then she smiled.
"Not safely."
"Good enough." They used the Dirty Flow Core, the two Hydrant Shoulders, the Public Complaint, and the remains of Captain Dumpster's rusting front plate. Mateo spent his last Focus. Mrs. Vance wrapped copper around the assembly and drove the loose end into the fence post. Rosa held the Mourner back with Valerie long enough for the thing to become real. Assembly complete: Grievance Drain, Grade D+ Effect: redirect contamination into disposable complaint structure Warning: bureaucracy may overflow.
"Bureaucracy already overflowed!" Rosa shouted. Mateo slammed the Grievance Drain into the ground between the Mourner and the pump shed. The Mourner wept onto it. The drain drank the black water. Forms appeared in the air. Blue, transparent, ridiculous forms. They stacked around the Mourner in spiraling layers: incident reports, maintenance requests, water quality complaints, public hazard notices. The Mourner slowed, trapped in paperwork made of light. Valerie cut its arm off.
Niko shoved Captain Dumpster into its knees. Rosa drove the No Parking spear through the drinking fountain in its chest. Mateo hooked the core and pulled. The Fountain Mourner broke open into clean rain. Elite defeated: Fountain Mourner Level 5 Experience gained: 52 Recovered: Clear Flow Core x1, Porcelain Tear x4, Civic Token x3 Shared Objective complete. The water tower rang. "That is basically city government," Mateo said. Valerie approached, bread knife dimming at her side. Her apron was torn. Her silver braid had come loose. She looked at Mateo with less politeness than before and more respect, which was much more dangerous.
"The mall kitchens can feed seventy-three additional people for one day," she said.
"Not for free. For fair exchange." Rosa groaned.
"Here we go." Valerie held up a hand.
"By request. As agreed." Mateo looked toward the mall, its glass roof glowing under the dome. Route Claim pulsed in his vision. Roads. Water. Food. Salvage. People. Civilization was sneaking back in, one obligation at a time.
"Fine," he said.
"We talk food." The blue dome answered with a new marker, a line of light tracing from the water tower to the mall. Shared Route Marker created: Mason Tower to Crown Mall Food Court Warning: marked routes may attract attention from things that enjoy maps. Mateo closed his eyes.
