The Compliance page made people look at one another in the old way. Not enemy. Not stranger. Something worse: possible problem. Juniper had survived because people kept choosing each other under bad conditions, but choosing each other did not make anyone harmless. Someone could lie about an alarm. Someone could hoard blankets. Someone could pressure tired hands into one more shift. Someone could use the no-chair rule as a shield for doing whatever they wanted and then call every objection tyranny.
Varrow let the room think about that before he spoke.
"If these standards bind no one through recognized enforcement, they are advisory." Senn scanned the blue-edged cards. Community compliance structure incomplete. Penalty authority required. Darren groaned.
"Of course the folder wants teeth."
"Everything needs teeth," Murray said. Lenora looked at the clinic corner.
"Not everything should bite." Sort the Pile opened.

"Immediate, witnessed, shortest possible time, ends when the danger stops or gets reviewed."
"No private room with one guard," Mrs. Vance said.
"No audience either," Maya said.
"People in crisis do not need a theater." Horace wrote: Safety hold requires two witnesses, care check, time mark, and review. Varrow nodded slightly.
"That is enforcement."

"What if repair becomes humiliation?" asked the man from west hall who had worried about dissent. Rosa nodded like the question had earned its place.
"Then it is not repair. It is performance." They tested it against a real bruise in the room. Two days earlier, someone had taken the good lantern from the clinic entrance to use beside a card game. No one had been injured, but Lenora had spent ten minutes searching for light while a child threw up in the dark. The old solution would have been a lecture so large it could shelter three families. The new solution had to be smaller and sharper.

"Apologize to the clinic station, not to me as entertainment. Then take two dusk checks making sure the clinic light is where it belongs."
"And if they refuse?" Senn asked.

"Not all light," Rosa added.

"This is not a ladder," Mrs. Vance said.

"Then people will climb it until they find a balcony." Rosa turned the paper sideways.
"Make it a loop." Murray redrew it as a circle with a gap in one side.
"Why the gap?" Senn asked. Althea answered before anyone else.
"Because sometimes the consequence is leaving." The room went quiet. Leaving had more than one meaning in Juniper. Leaving could be a person taking space before they hurt someone. Leaving could be someone banned from a station after breaking trust. Leaving could be the only safe answer when no apology would make another person share air. A consequence with no door was a trap. A consequence with only a door could become exile dressed as cleanliness.
"Return path when repair is possible," Lenora said.
"No forced forgiveness," Rosa added. Horace wrote both, slowly. Senn scanned the page. Penalty authority remains noncentralized.
"Yes," Mateo said.
"Noncentralized penalties create uneven application."
"Centralized penalties create people who get good at penalties." Mrs. Vance pointed at him.
"Put that on a shirt." Horace wrote it instead, which was safer for everyone. The assembly gathered around the sideways loop. Not soft. Not clean. A consequence that could protect without pretending all harm could be processed into soup and committee minutes.

At the bottom, there was one signature line. Mateo knew before Senn scanned it what the trap would be. The line was empty, and it wanted to become a mouth.
