Juniper learned that five days was not a lot of time when the thing coming for you had a manifest. It was somehow worse than a monster timer. A monster timer had the decency to say something simple, like wave begins in ten minutes, and let everyone panic in one direction. The Null Harbor manifest kept unfolding. Every time Maribel Quince touched the portfolio, another subsection appeared in blue-black ink.

"Five days," she said.

"I thought we were building something mean."
"Mean is a tone. Defensible is a plan."
"You keep saying defensible like it cannot also bite." Unit Seven's horn gave one short approving blast. Murray flinched.

"The clamp was self-defense," Gloria said.

"Evidence had teeth first." Mateo set the Appeal Stamp on the central table and looked at the map. The three route teams were still glowing: Hot Plate, Detention, Permanent Easement. Around them, Lenora had added thin silver threads for dependencies they had not hardened yet. Clinic cold storage. Fuel access. Radio repeaters. The school gym doors. The library archive desk. Unit Seven's maintenance bay.
The compact loader, which Darren had successfully convinced several people to call Little Judge and which Murray now refused to acknowledge by name.
"They are not coming to fight one thing," Mateo said.
"They are coming to separate everything." Maribel's pen paused.
"That is accurate." Coming from her, accurate sounded like praise wearing a suit. Sort the Pile opened across Mateo's vision.

"That is not how property works." Murray sighed.
"That has never stopped property." They ran the first drill with a broken refrigerator because the refrigerator had already suffered enough indignities to become educational. Niko hooked a chain around it. Gloria called the fridge "isolated." Darren made a horn noise with his mouth until Rosa threatened to assign him to silent stapling. Then Hot Plate had ten seconds to prove the fridge mattered. Valerie slapped down a meal-storage card. Maya added a handler tag.
Horace produced an old inspection sticker that proved the fridge had come from the food court, which nobody had asked for but which somehow helped. Mrs. Vance sat in a folding chair and announced that cold milk was a public good, especially if anyone expected her to keep attending these meetings. The refrigerator brightened blue. Niko tugged the chain. It did not move.
"Good," Rosa said.
"Again, but faster." By the fourth drill, the crew could anchor the fridge in six seconds. By the seventh, they could anchor a dolly, two medical coolers, and a toolbox before Darren finished the first note of his illegal wrecker-horn impression. By the tenth, people stopped laughing at the drills because they could feel the rule forming. Juniper was not trying to own things harder. It was trying to prove nothing useful stood alone. Countermeasure branch unlocked: Anchor through use, not weight. Mateo stayed with the line until the idea arrived.
"We stop thinking of heavy things as heavy." Gloria looked at Unit Seven.
"Careful."
"No, listen. A wrecker expects weight. It expects chains. It expects the thing it grabs to be a thing. But our strongest arguments are not that the truck is too heavy. They are that the truck is connected to food delivery, route defense, medical pickup, school shelter evacuation, and half the town's proof packets." Rosa nodded slowly.
"So every critical asset gets an active use web."
"And people assigned to refresh it."
"And backup witnesses," Maya said.
"And copies," Horace said, with joy that made Murray suffer visibly. Maribel added one more requirement in her careful voice.
"And failure notes." Everyone looked at her.
"If a drill fails, write why. A failed test that is recorded becomes evidence of repair. An unrecorded failure becomes opponent narrative." Murray stared at her, visibly torn between admiration and resentment.
"That is correct."
"I know." So they wrote down the failures. The first refrigerator drill failed because nobody knew who had the marker. The second failed because Valerie and Horace both claimed witness status and neither claimed handler status. The fifth failed because Unit Seven honked during testimony and everyone turned to look. Each failure received a card, a fix, and a blue check from Mateo's stamp. By sunset, the failure pile was thicker than the success pile. Rosa looked pleased by that.
"Good," she said.
"Failures we can see are failures we can sand down." The board flashed. Convoy Counterplan Board accepted. Known threat functions are now contestable. Preparation phase active: 5 days, 18 hours, 12 minutes. Everyone cheered for about three seconds. Then the board added one more line. Warning: opponent may conduct pre-arrival compliance tests.
"Absolutely not," Darren said.
"We are busy." A printer inside City Hall started running. No one had plugged it in. The front doors opened by themselves, and a single sheet slid across the floor, down the steps, and into the square. It stopped at Mateo's boots. Maribel went still.
"Do not pick it up yet."
"Why?" Mateo asked. The paper folded itself into a neat tent. Pre-arrival notice served. Response window: 23 minutes. Murray's face went white.
"That," he said, "is the kiosk saying hello."
