Rosa did not yell at Murray over the radio. That was how Mateo knew she was furious.
"Murray," she said calmly, "explain what you mean by requested clarification." There was a pause long enough for everyone at Riverside Clinic to imagine him choosing the least illegal version of events.
"The tollbooth broadcast repeated the phrase balance due across the civic channel," Murray said.
"I asked which account it referenced." Coins clattered through the radio again. The dead-cheerful voice returned.
"All accounts. All roads. All travelers. Pay before proceeding." Unit Seven's dashboard flickered. Route Network interference detected. County Road Nine Tollbooth has initiated fare claim. Linked routes affected: Library, Clinic, Garage, Water Tower, Crown Mall, Juniper High Gym Evacuation lane blocked. Dr. Patel looked up from taping a bandage onto Niko's forearm.
"The high school is still on the other side of that route, correct?"
"Yes," Mateo said.
"Then the tollbooth is between us and injured children."
"It is about to discover customer service," Gloria said. The ride to County Road Nine felt wrong from the first turn. Roads that had been blue an hour earlier were now striped with yellow toll lines. Quarters and pennies glittered in potholes. Old parking meters had grown from the curb like iron weeds, their red flags raised. Every block, a receipt printer spat paper from a storm drain. Unit Twelve followed close with Gloria and Pickles. Dr.
Patel rode in the back of Unit Seven with a crate of medicine between her boots. Horace stayed at the library radio, reading old road maps aloud like scripture.
"County Road Nine bypasses the hospital bridge," Horace said.
"Built public, leased private, litigated twice, never resolved."
"Unresolved is how monsters get a lease," Rosa said. They reached the toll plaza at sunset. It had never been big. Two booths, three lanes, a cracked canopy, and a sign that once told drivers to slow down. The Tutorial had turned it into a throne. Barrier arms crossed the road like bones. The booths had fused into a square metal body with glowing red windows. Receipt printers hung from it in strips. Coins orbited its roof in bright, angry rings. On either side, traffic cones knelt like worshippers.

"No," Rosa said. The left barrier arm snapped down at her. Niko caught it on the Jaw Shield and slid backward across asphalt.
"It hates negotiation!" he shouted.
"So do we," Gloria said, and drove Unit Twelve into a cone swarm. The cones scattered, then popped upright again. Each one flashed a tiny red light. "Emergency vehicle," Rosa said, looking at Unit Seven. The garbage truck's engine growled.
"Emergency enough," Mateo said. The Toll Warden heard them. Its coin ring spun faster. A slot opened in its booth-body, and a stream of silver change blasted across the plaza like buckshot. Mateo ducked behind Unit Seven's door. Coins punched dents into the metal. One quarter embedded in Darren's sleeve without breaking skin.
"I have been financially attacked," Darren said. Rosa grabbed the quarter and flicked it away.
"Later." Mateo could build one answer if he picked carefully. He claimed two barrier arms, three receipt printers, the coin trays, the old camera mast, and the buried survey marker. The marker fought him. It was sunk deep in asphalt and law. His Focus bar scraped near empty, but the Archive Index warmed, and the clinic's Clean Lane prototype hummed from the truck bed.

"Why is it always collections?" Darren asked.
"Because nobody likes seeing the final boss early," Rosa said. Mateo built. The survey marker ripped free with a crack that ran across the plaza. Barrier arms folded into a wedge mounted to Unit Seven's front. The camera mast bent forward like a spear. Receipt printers wrapped the assembly and began spitting blank paper instead of bills. The Toll Warden's voice lost its cheer.
"Unauthorized exemption. Penalty assessed." The asphalt split. Late Merge Snakes poured from the cracks, black rubber bodies with turn signals for eyes. They whipped around Unit Seven's tires, trying to force the truck sideways into the fee lane. Enemy group: Late Merge Snakes Level 3 Behavior: cut off / bind wheels / honk spiritually Pickles barked from Unit Twelve. The Route Siren echoed her bark. The snakes hesitated, deeply aware they had violated lane discipline. Gloria used the hesitation to hit the gas.
Unit Twelve clipped the cone swarm, pushed through a curtain of coins, and rammed the right booth hard enough to crack its window. Dr. Patel and Niko dragged a wounded survivor mannequin from the booth, except the mannequin immediately dissolved into receipt paper.
"Decoy," Dr. Patel said.
"Roadside billing loves decoys," Gloria replied. The Toll Warden opened every printer. Receipts flooded the plaza. They wrapped around legs, arms, truck mirrors, throats. Each one printed a new fee as it tightened. Penalty field active. Carried resources at risk: medicine, fuel, food packs, library records Recommended action: declare emergency passage. Rosa climbed onto Unit Seven's running board. She raised the dispatcher handset like a judge's gavel.
"County Road Nine, this is Route Seven Dispatch. We are carrying patients, medicine, water, and rescue personnel between active civic nodes. This is an emergency evacuation route. You do not get to charge a fare for survival." The Toll Warden's red windows flickered.
"Documentation required." Horace's voice came through the radio, delighted and vicious.
"Documentation attached." The library printer screamed in the background. Archive records poured into Unit Seven's system: county minutes, road surveys, emergency access clauses, old maintenance agreements, a scanned letter from 1998 in which someone named Bev had underlined public use shall not be obstructed three times. The Right-of-Way Ram flashed blue. Dr. Patel slapped a triage tag onto the dashboard.
"Medical priority." Gloria keyed the garage channel.
"Vehicle access." Valerie from Crown Mall added, "Food relief." Murray cleared his throat.
"Administrative correction." Rosa's smile went sharp.
"Even Murray says so." Mateo drove. Unit Seven hit the toll lane with the Right-of-Way Ram. The barrier arms shattered. The survey marker burned blue at the center of the wedge. Receipts ripped loose and blanked out. Coins dropped from the sky in a harmless rain that bounced off the hood and rolled into the gutters. Toll rule challenged. Fare core exposed. The Toll Warden's booth-body opened. Inside sat a heart made of coin rolls, gate gears, and one leather ledger stamped with a seal Mateo did not recognize.
It pulsed red.
"Mateo," Rosa said. He knew. He hit Compactor Bite. Unit Seven's rear jaws opened with a hungry metal roar, swung on blue route light, and slammed into the fare core from the side. The ledger tried to snap shut. The compactor caught it anyway. For a second the whole plaza rang like a cash register dropped down stairs. Hostile civic entity defeated: Toll Warden Level 8 County Road Nine route interference reduced. Evacuation lane opened.

"Everything here was illegal," Rosa said. The route markers turned blue one by one, rolling away from the plaza toward Juniper High Gym. Mateo let himself breathe. Then the leather ledger in Unit Seven's compactor twitched. A black window opened over it. Collections notice forwarded. Superior authority notified: County Turnpike Office Estimated arrival: 23 hours, 59 minutes Balance due: one city. Rosa looked at Mateo.
Mateo looked down the newly opened road toward the high school, where the next rescue marker was already blinking red.
"We should probably pick up the gym before the bill gets here," he said.
