Collections arrived with headlights. Not two headlights. Not four. A whole road's worth. At 3: 04 a. m., every street south of Juniper bent toward the same impossible direction. Asphalt stretched. Lane paint turned yellow. Stop signs rotated to face away from the city, as if even they did not want to watch. Then the convoy came over the hill. County vans. Toll trucks. Flatbeds stacked with barrier arms. A street sweeper with receipt printers bolted where its brushes should have been.
Three tow trucks dragging chains made of paper liens. Behind them all rolled a black vehicle the size of a courthouse, all tinted glass and rotating cameras, with a gate arm mounted across its grille like a smile. "We cannot fight a county." Rosa checked the linked node board.
"We are not fighting a county. We are confusing one." Mateo sat behind the wheel with the courthouse bell chained to the rear platform and the Emergency Charter glowing on the dash. Unit Seven felt different under his hands. Still old. Still scarred. Still smelling like diesel, wet cardboard, and every bad route he had ever driven. But now the truck carried lines from across Juniper: water pressure, clinic triage, library records, gym runners, mall food, garage fuel, Public Works grit.
A city made of things people had not thrown away in time. The convoy stopped at the edge of the Detour Spine. Mateo had built it in the last forty-seven minutes with no sleep and several insults from gravity. Barricades, road signs, bus benches, library receipt paper, gym mats, food-court stanchions, water hoses, and municipal spite formed a glowing blue route across Maple Street. It did not block the road. It redirected the idea of the road. That was more important. The line behind him was not an army.
It was worse and better. There were two garage mechanics with tire irons, three mall cooks with baking sheets, Maya's adult volunteers holding flashlights, Horace's library people carrying boxes of records wrapped in plastic, and a clinic nurse who had taped a sign to her chest that said TRIAGE without asking anyone's permission. Ordinary people stood inside blue route marks with ordinary fear on their faces. Mateo had spent years driving past people like that. Wave from the curb. Nod at the stop sign.
Take the bins, dodge the parked cars, curse the broken glass, move on. Now their lives were in the same route map as his truck. He gripped the wheel until his knuckles hurt.
"Do not try to save the whole city by yourself," Rosa said, not looking at him.
"I was not."
"Your shoulders were." He forced them down. The Collections Receiver's speaker clicked on.
"Present city for valuation." Rosa lifted the dispatcher handset.
"City unavailable. Emergency detour active."
"Detour not recognized." Horace answered from the library.
"Public record recognizes it." Dr. Patel: "Medical necessity recognizes it." Valerie: "Food distribution recognizes it." Maya: "Shelter recognizes it." Gloria: "Garage recognizes it, and Garage has a tire iron." Mrs. Vance: "Water pressure recognizes it." The Detour Spine brightened. Detour Protocol progress: 44% Hostile claim slowed. The first tow truck crossed the blue line and split into three legal arguments. Chains shot toward Unit Seven, each link stamped with a fee. Niko jumped from the side step and caught one chain on the Jaw Shield. It wrapped around him, trying to drag him toward the tow hook.
"This is not towing distance!" he shouted. Darren fired lightning into the wet street. The Detour Spine carried it under the chain and back into the tow truck's axle. The truck spasmed and dropped its hook.
"Electrical appeal filed," Darren said. Rosa speared the second chain to the pavement. Gloria hit the third with Unit Twelve hard enough to fold a fender into the shape of a question. The street sweeper came next. Its receipt-printer brushes spun against the pavement, throwing yellow paper into the Detour Spine. Wherever the paper landed, blue light flickered and tried to become a toll lane. The sweeper did not look dangerous until it began erasing the route under people's feet.
"It is cleaning the detour off the road," Maya reported from the gym channel.
"Rude," Valerie said. Mateo claimed a water hose from Mrs. Vance's pressure line and a stack of cafeteria trays from the mall cart. The assembly was too small for a window, just instinct and salvage moving together. He snapped trays over the hose end and aimed the pressure release at the sweeper's brush housing. Water hit paper. Receipts became pulp. The sweeper skidded sideways, clogged with its own evidence. Gloria cheered so loudly the radio clipped.
"Public sanitation restored," Murray said.
"Do not make this official," Rosa warned. Mateo saw the opening. Sort the Pile spread across the convoy. "Never say that during combat," Rosa said. Mateo claimed the broken tow hook, two receipt rolls, the Lien Plate, the Red Tape Cutter, and the Archive Index's public access records. The assembly formed across Unit Seven's hood: a blue-white sheet of impossible paperwork edged in plow-chain steel. The Receiver's cameras turned toward him.
"Unauthorized filing."
"Story of the day," Mateo said, and launched it. The Counter-Invoice struck the convoy's front line. Three county vans stopped at once. Their printers reversed. Receipts sucked back into the machines. Scanner lenses flickered as the system tried to process the possibility that Juniper was not refusing payment, but disputing the bill. "Three minutes is forever if people use it," Rosa said. Juniper used it. Maya's runners carried flares between shelter doors. Valerie's mall crew rolled food carts into intersections to mark safe lanes. Dr. Patel's clinic team moved the injured deeper behind the Clean Lane. Mrs. Vance opened the water tower's pressure release, sending a controlled sheet of water across the road in front of the street sweeper.
Horace broadcast public notices so every resident with a radio heard the same simple line: Stay inside the blue routes. Do not answer yellow prompts. People obeyed in imperfect, human ways. Someone shouted for a missing brother and almost stepped outside the line until Maya caught his sleeve. A man at the mall tried to argue that he knew a shortcut, and Valerie handed him a box of napkins to carry because apparently leadership sometimes meant weaponizing chores.
At the clinic, an elderly woman refused to move until Dr. Patel let her bring her houseplant, so the houseplant became medically necessary and rode in a wheelchair basket. The system rewarded none of that directly. No window appeared for stubborn kindness. But the Detour Spine brightened anyway. The beam paused on the courthouse bell. Then it marked it for repossession.
"No," Mateo said. The Receiver fired a chain straight at the bell. Rosa moved first, but she was too far. Niko was tangled. Darren was recharging. Gloria's truck was blocked by a van carcass. Pickles barked. The Route Siren caught the bark and threw it across every node in Juniper. The bell answered. It rang without being struck, one cracked note full of dog, diesel, fear, and refusal. The chain missed by an inch. Mateo laughed once because exhaustion had broken something important.

"It already knows where we are," Rosa said. Mateo hit the control. Unit Seven's compactor jaws opened behind the truck. The courthouse bell rang again. The jaws snapped down on the Receiver's gate arm. For a second, the whole street became a legal argument with teeth. The gate arm shattered. Collections Receiver damaged.
Hostile claim interrupted. Collections demand changed: one city - contested. The convoy stopped. Then every vehicle reversed at once. They did not flee like animals. They withdrew like an office rescheduling a meeting it intended to win later. The yellow lines retreated south, dragging broken toll gates and shredded receipts with them. The Receiver's speaker clicked one final time.
"Appeal period opened." A black window appeared over Juniper. Mateo rested his forehead against the steering wheel. Rosa sat beside him, breathing hard.
"We won?" Darren asked. Outside, the first pale line of morning touched the wet street. The blue routes still glowed. Juniper was battered, hungry, exhausted, and technically not collected. Mateo looked at the seventy-two-hour timer.
"We filed an extension," he said. Rosa smiled without humor.
"Then we better use it."
