The first response from the northeast network expansion came in October, six weeks after the new stations went operational. It came through the modified textile signal that Jin had adapted for the northeast's cultural context — the modification had been subtle but Jin assessed it had been effective, because the response rate in the northeast in the first six weeks exceeded the original signal's response rate in the central territories in the equivalent first period. Three responses.
Two were in the format that indicated confident identification — the cipher use was correct, the information content was consistent with someone who had been briefed on the FOB's internal notation.
One was ambiguous — the response used elements of the cipher correctly and elements incorrectly, which Jin assessed as either someone who had partial knowledge of the system (consistent with being a soldier who had learned fragments of the notation from a colleague) or someone who had encountered the signal and decoded it partially through systematic analysis. Marcus reviewed all three with Jin and with Chung, who had the analytical background to contribute to the ambiguous case assessment.
"The ambiguous one first," Marcus said. Chung had spent a week on it.
"The partial cipher use is consistent with someone who was not a primary user of the notation system but was exposed to it regularly enough to have functional understanding of the most common elements," he said.
"That's consistent with being in a role that required regular interaction with intelligence products without being an intelligence specialist yourself." He paused.
"My best estimate is administrative support — someone in an admin role who processed intelligence products and absorbed the notation without being formally trained in it."
"What does that mean for the response?" Marcus said.
"It means the person is probably not in an intelligence or signal role," Chung said.
"They're someone whose previous role required processing the output of those functions. Which means they may not understand the full implications of what the signal represents." He paused.
"The response content is brief. It says: I understand this. I did not know there were others. Please send more."
"Send more" was the operational phrase Jin had embedded in the signal for cases where the initial response indicated contact but required follow-up to establish full communication. It was a designed feature of the modified textile — respondents who understood part of the signal but not all of it could use the phrase to initiate a clarification exchange. "Send the clarification," Marcus said.
"Standard protocol." The clarification exchange took three weeks — the northeast's slower road network meant the merchant road channel was slower than in the central territories, and Marcus had to maintain patience with a timeline that felt slow against the urgency of the contact but that was correct given the available infrastructure.
What came back was: a woman in a small town in the northeastern interior, administrative role in a lord's household, who had been in this world for five years in a position that was stable but isolated. Her previous role had been headquarters administration — specifically, she had managed the document flow and scheduling for the FOB's command section, which was how she had absorbed the notation system without being formally trained in it. Her name, before, had been Private First Class Sandra Kim.
She was twenty-two years old. She had been managing the household's records and accounts with a competence that exceeded what her apparent background explained, and the lord of the household had attributed it to unusual native intelligence and had relied on it without investigation. She was not struggling. She was managing. But the response — I did not know there were others — sat with Marcus in a specific way. He had known that the isolation question was real.
He had known it from Kwan's first message through the textile signal, from the specific weight in her words about isolation being the primary problem. He had known it intellectually, as a fact that the organization was designed to address. I did not know there were others. Five years. Five years without knowing there was anyone else who understood what she was. Not suffering — managing — but carrying the specific weight of complete aloneness in an impossible situation for five years.
He wrote the response himself, rather than delegating it to Jin. He wrote: There are more than forty of us in contact with this network, in positions across the region. You are not alone. You have been alone in your experience of this for five years. You do not have to be alone in your experience of it any further. What you need from the network, the network will try to provide. What we need from you, we will ask when asking is appropriate.
For now: you are found, you are not alone, and the finding is the thing that matters. He sealed it and gave it to Jin for routing. Then he sat at the desk for a moment with the notebook open and the pen in his hand. I did not know there were others. He wrote it at the top of a new page, in the private English shorthand. Then he wrote: This is why the search matters. Not the capabilities. Not the skills. This. The five years of not knowing. He wrote: Find everyone. Then he went back to the work.
