The sketch arrived on Marcus's desk in January, left there by Briggs with no accompanying note, in the specific way that Briggs left things he wanted Marcus to see but didn't want to explain — because the things that required explanation weren't ready yet, and the things that didn't require explanation needed to speak for themselves. Marcus looked at it for a long time. He recognized it immediately.
Not the specific design — this was a first sketch, schematic rather than detailed, the kind of drawing that expressed a concept rather than a specification. But the concept was recognizable to anyone who had grown up in the late twentieth century and understood what the concept eventually became. It was a preliminary sketch for a rifled barrel with a breech-loading mechanism.
Not functional yet — Briggs's notation in the margins made clear that the sketch was directional rather than definitive, that the metallurgy required for the breech mechanism's tolerances was not yet achievable with the current forge technology. But the direction was clear, and the direction was: significant increase in rate of fire without sacrificing the accuracy and range that the current generation of weapons had achieved. Marcus looked at the sketch for another ten minutes.
Then he picked up the pen and wrote at the bottom of the page, in the cramped private shorthand that was his own: How long. He left the page on Briggs's workbench. The response came the next day, in Briggs's equally cramped engineering shorthand: Five years to workable prototype if the forge development timeline holds. Ten to reliable production. The metallurgy is the constraint — the tolerances required for a functioning breech are at the edge of what we can currently achieve.
The steam engine helps but doesn't solve it. The blast furnace improvements in the third year of the mine operation might. Depends on ore quality at depth. This is not the next thing. This is the thing after the next thing. I am showing you so you know the direction. This narrative has been purloined without the author's approval. Report any appearances on Amazon. Marcus added the sketch to the technical development archive with the date and a one-line annotation: Direction identified.
Development begins when metallurgical prerequisites are met. Priority: secondary. Then he went to find Briggs. The engineer was in the forge complex, as he almost always was, running the quality assessment on the morning's output from the blast furnace. The quality had been improving since the mine's deeper sections had opened — the ore content difference was visible in every test piece.
"Five years," Marcus said.
"At minimum," Briggs said, without looking up.
"I want to know when the metallurgy changes the timeline," Marcus said.
"Not a formal report. Just: when you look at the furnace output and you think 'the tolerance window is getting there,' tell me."
"I'll know before I can prove it," Briggs said.
"Is that good enough?"
"Yes," Marcus said. Briggs set down the test piece and looked at Marcus with the quality he had when something was serious.
"It changes everything," he said.
"Not the device — the concept. A reliable high-rate-of-fire weapon changes the defensive calculation fundamentally. Everything we've built around the garrison's current capability becomes different."
"I know," Marcus said.
"I'm not sure you want it," Briggs said.
"Or rather — I know you need it, for the threats that are coming. I'm not sure you should want it." Marcus looked at him.
"The protocols," he said.
"The protocols work for what we have now," Briggs said.
"The thing in the sketch changes the scale of what's possible in ways the current protocols don't fully address." He paused.
"I'm not saying don't build it. I'm saying build the ethical framework before the weapon, not after."
"You're right," Marcus said.
"The same way we built the labor provisions before the mine opened."
"Yes," Briggs said.
"The framework first. Then the capability." He picked up the test piece again.
"Five years is enough time to build the framework. It's not enough time to do it at the last minute."
"The council agenda," Marcus said.
"February session."
"Good," Briggs said, and went back to the quality assessment. Marcus walked back to the study thinking about timelines and frameworks and the specific relationship between having enough time and using it correctly. Five years was long. Five years was also the length of time since the transition — the same amount of time they had built everything in. Five years was enough to build whatever the framework needed to be, if the building started now. He wrote in the notebook: The next capability is coming.
The framework comes first. This is the lesson of the mine, of the devices, of everything. Build the values before the power. Always.
