The eighth winter's accounting was the shortest Marcus had done. Not because there was less to account for — there was more, in every category, than any previous year. But because the accounting had changed form again, and in its new form it was more precise and less comprehensive. The new form was three questions. The first question: what are we building? The answer, this year, was: the transition from a building project to a built thing. The institutions that could sustain themselves.
The capabilities being transferred. The framework being extended into the kingdom's territory. The relationship with the First Ones developing on the timeline of mutual demonstration. The foundational document that would explain what all of it was for. The second question: what are we carrying? The answer: eighty-three unaccounted, in the specific quality of that number that was not grief but was not nothing. The three domains where the builder's test had not yet been met.
The ongoing succession framework maintenance. The First Ones' question, being answered but not answered. The third question: what comes next? The foundational document's completion. The conversation with Alaric's continuation. Old Stone's second visit to the constructions. The prototype's mechanism design phase. The continued search. The continued building. He showed the accounting format to Danny, because Danny was the person who would take it when Marcus was ready to give it.

"The three questions are better than the numbers," he said.
"The numbers are inside the three questions," Marcus said.
"They don't disappear — they inform the answers."
"Yes," Danny said.
"That's what's better. The numbers were the accounting. The three questions are the understanding." He paused.
"The accounting tells you what exists. The understanding tells you what it means and what it requires."
"Can you take this?" Marcus said. Danny looked at him.
"The accounting," Marcus said.
"The three questions. The annual reckoning of what exists and what it means and what it requires." He paused.
"Can you carry it?"
"Yes," Danny said. He said it with the composure of someone who had been preparing for the question for two years and had been ready to answer it for one.
"Not yet," Marcus said.
"But learning it now, so that when the transfer happens it is transfer rather than abandonment." He paused.
"The council judgment transfer takes three years, you said. Start the accounting transfer now. Run it alongside me for three years. At the end of three years, you run it."
"Yes," Danny said again. They sat in the study in the eighth winter's quiet and Marcus walked Danny through the accounting for the first time as a joint exercise rather than a solo one. The eighty-three. The three domains. The three questions. At the end, Danny said: "The floor is lower than Jin's estimate."
"What makes you think so?" Marcus said.
"The search has been producing results that exceed the model's projection for two years," Danny said.
"The model was built from the early network's reach and capability. The network is significantly more capable now. The floor may be twenty to thirty rather than thirty to forty." He paused.
"Which means there are forty to fifty people still reachable who haven't been reached yet."
"Calibrated," Marcus said.
"Not optimistic."
"The evidence supports the lower floor estimate," Danny said.
"I would not have said this a year ago. The evidence is more recent."
"Add it to the next accounting document," Marcus said.
"With the supporting evidence. I'll review the methodology."
