"That's influence at scale."
"Yes," Marcus said.
"How much of this did you plan from the beginning?" Hargrove said. He asked it without accusation — with the specific quality of a senior officer asking a subordinate to be honest about the strategic picture.
"The principles," Marcus said.
"The specific mechanisms — no. The principles I had in the first week. That governance works when it derives from the people's consent, that knowledge should be accessible, that health should be protected, that law should protect rather than manage." He paused.
"The mechanisms — the charter, the framework, the bilateral agreement — those emerged from the situation. I couldn't have designed them from the first week because I didn't know the situation yet."
"But the direction was always there," Hargrove said.
"The direction was there," Marcus said.
"The destination kept being further than the previous destination." Hargrove was quiet for a moment.
"Do you know where it ends?"
"No," Marcus said.
"I know the next five years. After that—" he paused "—after that is Danny's problem." Hargrove looked at him.
"That's the first time you've said that explicitly."
"It's been true for two years," Marcus said.
"Saying it is just catching the words up to the reality." They rode on through the autumn morning, through country that was doing the specific autumn thing of preparing — fields stripped, smoke from farmhouses, the specific quality of organized work before the cold arrived.
