Architecture & Civic Works was still pristine and mostly empty. The long drafting table in the center of the room smelled faintly of old polish. Bart was reading the book Practical Civic Architecture for Spatially Uncooperative Structures. Gregor stood beside him, leaning over to read the glowing blue text hovering beside.

"It's an excellent book." Bart tapped the interface, authorizing the newly restored section to begin a facility survey. The massive floor plan frame hanging near the entrance flared with pale light. A ghostly wireframe of the Infinite Archive began to render itself across the glass but because a lot of it was still ruined, closed, or disconnected, the map struggled.

"We have to measure it?" Bart reached into a drawer, pulled out a heavy measuring chain, and handed it to him. Ten minutes later, Bart had formed an inspection team. Initially, he had reached for the chain himself though he stopped because the Archive was supposed to be open and operating. He assigned Albert, who knew the historical room functions and physical maintenance quirks, to handle the primary zone identification. Gregor took the measuring chain for the inaccessible corners.

Bart remained at the drafting table, managing the records and standards.

"Mabel remains at Access," Bart told them.

"Bernard and Elian are currently admitted patrons, so they will not be disturbed unless their specific reading areas require verification." Then the survey began. For the first hour, Gregor and Albert measured the currently open public spaces. Back in Architecture & Civic Works, the floor plan frame slowly filled in with solid, verified white lines. "That explains a lot about taverns." The survey continued. As Albert cleared the corridor behind Patron Services, the floor plan frame suddenly highlighted a small, enclosed rectangle Bart had never properly investigated. "The Archive had other priorities."

"You have nevertheless been sleeping behind your desk, sir," Albert noted mildly from the doorway. Bart looked at him.

"I was aware." Bart then moved on to the next requirement. Structural load classification initially sounded easy. Then Bernard ruined the simplicity simply by being at the Archive. "System," Bart asked.

The safe number depended entirely on the composition of the patrons. 20 ordinary scholars did not equal 20 dragons, nor did they equal 20 people who could open their own magical portals. Which led directly to the 4th requirement.

"Define nonstandard patron equivalency," Bart asked the System. "He is still one patron," Bart insisted.

Architecture & Civic Works sent a thin, pulsing blue grid across the restored core. Most areas came back normal. Then, a section of the eastern wall didn't.

"Reading Gallery B, sir." Bart looked at him.

"Did you mention that before?"

"There were several reading galleries," Albert said softly. Albert rested one skeletal hand against the sealed door.

"This gallery primarily served general scholarship," he said.

"No restricted consultations or diplomatic delegations. Students, researchers and ordinary readers." Bart looked through the narrow opening. Rows of pale rectangles marked places where reading tables had once stood beneath the dust.

"Busy?" Bart asked. Albert's blue eye lights softened.

"Usually." Somewhere inside the dark room, something settled with a distant creak. Albert withdrew his hand.

"The west tables were always the first to fill." Bart looked again at the dark gallery. One of the smaller rooms. "240?" Gregor asked.

"It was one of the smaller galleries" Albert noted. Bart walked back to the drafting table. The survey was complete. "What about us?" Bart looked over.

"So I don't count?"

"That is very specifically not what it says, we can admit twenty ordinary patrons," Bart said. INCORRECT Capacity varies by patron profile. Bart closed his eyes briefly. The easy response would be to admit people first come first served right now. But Bart looked at the 47 waiting requests and thought operationally. If he filled the Archive to its absolute limit immediately, they would have no surge capacity or flexibility or even an emergency margin. He didn't want to maximize occupancy.

"System," Bart said.

"How many people is it?"

"That depends on the people." Gregor stared at him for a moment while Bart pointed discreetly toward Bernard. The dragon briefly looked up from his gardening book on detecting being pointed at but went back to it. Gregor nodded slowly.

"Right. 6. 2 people."

"One patron," Bart said.

"Very large patron." Bart looked at the next obvious solution on the interface. "Moderately easy," Gregor amended. Bart opened the new Architecture & Civic Works plans. He issued their first real internal renovation project.
