Later in the day, Gregor limped over to the casing of the pneumatic delivery terminal, pulling a piece of parchment from his pocket. He slapped it against the metal. The handwritten sign read: PLEASE FISK!. Bart ignored him, maintaining his focus on a growing stack of multiversal timekeeping regulations. Across the room, Bernard was still in the Large Format Reading Bay. The huge transit doors had closed after his arrival, severing the temporary connection to Cawnee.
Bernard himself remained comfortably settled beside the black stone reading slab, quietly returning to a chapter on seed choices. The Archive still didn't have a closing time though they had an After hours policy. Bart was currently on page 87 of Comparative Temporal Standards for Multiversal Public Institutions trying to correct that oversight. The Archive was functioning in a sense. Then, the plain door of the Staff Restroom rattled. Mabel turned attention toward the entrance.
A moment later, a courier in pristine silver livery stepped into the main hall. He bowed to the Sphinx, marched directly to the Patron Services desk, and handed Bart a heavy, immaculate silver coloured envelope. It was addressed in flawless calligraphy. BARTHOLOMEW SANDERS KEEPER, INFINITE ARCHIVE NOTICE OF EXTERNAL REPOSITORY REVIEW Elian, reading near Cross Reference, saw the silver seal and went slightly pale. Bart looked from the envelope to Elian.
"This is the formal inquiry?" Elian became extremely interested in the margin of his book.
"Possibly."
"You said you mentioned us to your supervisor."
"I did."
"You neglected to mention the Office of Academic Standards." Elian hesitated.
"At the time, neither had he." Bart looked down at the envelope.
"What exactly did you submit?"
"My corrected Veridian citation."
"The Greenhollow one?"
"Yes."
"And you cited the Archive." Elian straightened slightly.
"Properly about 17 times." Bart sighed and broke the seal. The paper unfolded itself with a snap. "We remained accredited for two years after the apocalypse?" Bart asked. Albert, adjusting his brass cleaning cart, considered the question.
"Administrative grace period, sir." Bart was slightly peeved off, assuming another cosmic authority was attempting to claim jurisdiction. Elian quickly stood up, explaining that the Silver Spire could not compel the Archive's internal operations. But if Spire scholars were going to cite Archive material, conduct research, or rely on authenticated records, the Office of Academic Standards needed to recognize the Archive as a legitimate external repository. It made perfect sense for institutional collaboration.
Bart disliked how often that seemed to make things his problem. The Staff Restroom door rattled again. A middle-aged mage wearing sensible leather shoes, wire rimmed spectacles, and a grey robe walked into the Infinite Archive. She carried a hovering clipboard. She did not look terrified by the sphinx or impressed by the Archive. She looked entirely like a woman who wanted to ensure she reached her next appointment on time.
"Keeper Sanders, I would presume" she said, her voice crisp and professional.
"Senior Registrar Maren Halver. Silver Spire Office of Academic Standards. The review was initiated after the Silver Spire received an amended Veridian citation supported by primary source documentation from this repository." Bart glanced at Elian and grimaced slightly. Halver handed over her credentials, a copy of the evaluation, and the appeals process before he could even ask. Gregor leaned over the mahogany desk and whispered, "You're not going to fight her?"
"She hasn't done anything wrong," Bart whispered back.
"Yet," Gregor muttered darkly. Halver wasted no time. Her glowing clipboard hovered at eye level as she began the inspection.
"Institutional authority?" Halver asked. Bart pointed to the wooden plaque on his desk. Halver did not look at it.
"Independent verification, please." The System produced his Succession record overhead. BARTHOLOMEW SANDERS - KEEPER #4, 092 STATUS: FULLY RECOGNIZED Halver marked Pass.
"Independent oversight?"

"Name?" Bart paused.
"The Curator." Halver looked at him over her spectacles.
"Just the Curator?"
"It's complicated." She checked the institutional record herself. Pass. She rattled off some quick checks Provenance controls passed, Complaint procedures passed, Restricted consultation passed. Halver studied the Archive's Citation records.
"You were responsible for the Greenhollow attribution correction."
"I conducted the documentary review," Bart said.
"Three departments have each sent us separate letters explaining why the correction proves they were right." Bart sighed.
"That does sounds like them." Halver moved on to the accessibility policy. Bart tapped the System interface, bringing up the glowing blue text: ACCESS SHALL NOT BE DENIED WHERE REASONABLE MODIFICATION IS POSSIBLE. Bernard was clearly visible in the background, quietly turning a page with one enormous claw. Halver looked at the dragon and at the newly reinforced black stone bay. She wrote: Accommodation framework: ACTIVE / CAPACITY LIMITED Bart accepted that.
So far, the evaluation felt less like a trial and more like validation. Then, Halver flipped the page.
"What are your published operating hours?" Bart went still " Uhm …we have reading days or nights…" while Gregor looked away. Bart already knew where this was going.
"We don't currently have any actually and admitted it" Halver looked up.
"None?"
"We have an After Hours Reading Room policy""And your standard public service hours?"
"Undefined."
"Patron admission cutoff?" Bart sighed.
"Also undefined." The System confirmed this. ACTIVE PATRON ADMISSION CUTOFF: NOT DEFINED Halver made a sharp mark on the clipboard. DEFICIENCY 1 - PUBLIC SERVICE HOURS UNDEFINED"I was already working on that," Bart said. Halver glanced at the stack of multiversal timekeeping regulations on his desk.
"I can see that."
"Next," Halver said briskly.
"How many employees do you currently have?"
"3 active employees," Bart said.
"Albert, Gregor, and Mabel." Halver looked at him.
"And yourself?"
"Keeper."
"Officeholder rather than employee i would take it""External officers or delegated authorities?"
"One."
"Designation?"
"External Closure Consultant."
"Compensated?" Bart paused. Somewhere beyond the Archive, the Curator was almost certainly not being paid.
"Unknown."
"And how many of your active staff are formally compensated?" Halver asked. The System chimed overhead. COMPENSATION SYSTEM: OFFLINE Gregor immediately threw his hands in the air.
"THANK YOU." Halver wrote without looking up. DEFICIENCY 2 - STAFF COMPENSATION FRAMEWORK INOPERATIVE Gregor nodded approvingly at the registrar.
"I like her." The review grew increasingly mundane.
"Emergency evacuation procedure?" Halver asked. Bart looked toward the white door of the Staff Restroom. Then he looked toward the closed iron doors of the Large-Format bay. Silence stretched across the main hall.
"Posted evacuation map?" Halver asked. No.
"Maximum safe occupancy?" Nobody knew. Halver made a note. DEFICIENCY 3 - EMERGENCY & EVACUATION PLAN INCOMPLETE DEFICIENCY 4 - PATRON CAPACITY STANDARDS UNDEFINED"Accessible catalogue retrieval?" Gregor angrily pointed a finger at the dead pneumatic terminal beside the desk.
"Apparently, I'm it." Halver wrote: Manual fallback available. Insufficient at projected service volume. DEFICIENCY 5 - HOLDINGS RETRIEVAL CAPACITY INSUFFICIENT"You can write that again," Gregor grumbled.
"Average retrieval time?" Halver asked.
"Two hours," Gregor stated flatly.
"One data point is not an average," Bart protested.
"Correct," Halver said, making another mark. Bart studied the deficiency list. Ordinarily, his first instinct would have been to ask for the governing standards, check every definition, and determine whether the findings were actually supported. The irritating thing was that he already knew they were. Gregor leaned closer.
"Want any rulebooks, Boss?" Bart looked at the list.
"No," Bart said quietly. Gregor blinked.
"No?"
"We're missing the things she says we're missing," Bart said. Halver lowered her clipboard.
"Keeper Sanders. Your provenance controls are extraordinary. Your restricted material governance exceeds Silver Spire requirements. You possess independent external oversight and a documented objection procedure."
"But you do not know when your library closes."
"Technically, it doesn't," Bart argued weakly. Halver made another note.
"That is not better." She tapped the bottom of the clipboard. A copy of the evaluation materialized on heavy parchment and settled onto Bart's desk.
"Existing citations will be accepted pending remediation," Halver announced, looking toward a highly relieved Elian.
"New independent research access is limited, and interlibrary partnership is pending." SILVER SPIRE EXTERNAL REPOSITORY STATUS: PROVISIONAL RECOGNITION GRANTED Remediation period: 30 SILVER SPIRE DAYS Halver gave a polite nod, turned on her sensible heels, and exited through the Staff Restroom. Bart looked at the parchment.
"Your days are 31 hours."
"Yes," Elian confirmed. Bart did the mental calculation.
"That's 38 Earth days and eighteen hours. Good" Gregor looked at him suspiciously.
"Why is that good?" Bart picked up the deficiency report.
"Because we have work to do." Above them, the System quietly responded to the external institutional recognition. EXTERNAL INSTITUTIONAL REVIEW REGISTERED Silver Spire - Provisional Partner Accreditation deficiencies: 5 Bart read the bottom line of the System alert. Recommended first corrective action: ESTABLISH EMERGENCY EVACUATION PROCEDURE Bart looked toward Bernard and Mabel especially and just murmured.
"Right."
