The storm did not leave when the tide pulled back. For a few hours, the harbor emptied enough to see bare mud and slick stone nearest the shore. Ships list at unfamiliar angles. Ropes hang slack. People step into the streets and believe, briefly, that the worst has passed. Then the wind turns. It came in hard from the open water, driving waves back toward the city with a force that feels deliberate. The sea surged all at once, not as a gradual rise but as a release.

Water that had drawn away returns in a wall that slams into the harbor and spills over it, tearing across docks and streets alike. One section of the slum wall, long neglected and never properly reinforced, gave way under the impact. The stone collapsed inward, and the water rushed through, flooding streets that should have never been more than a spillway. The channels fill faster than anyone expects. What was meant to guide excess water safely away instead becomes a conduit for destruction.

The low quarter disappears beneath churning gray. Those strong or fast enough to run do. Others are swept from their feet and carried with the surge. Some never make it out of their rooms. The Elderly men and women who could not move fast enough or who were too stubborn to try. A mother and her child who never hear the call over the wind. The waves do not stop. For two days, the storm battered Greyhaven without pause. Wind screams through the harbor. Rain lashed sideways, blinding and cold.

The sea hammered the docks again and again, testing every beam and stone. Warehouses along the waterline shudder and collapse as their foundations are scoured out from beneath them. Crates break free and vanish. Grain and food are spoiled or lost. Sections of the docks sink under the strain. Two ships are torn from their moorings and driven onto the shore. One can be salvaged. The other splits and settles into the shallows, its hull ruined beyond repair. Throughout it all, the crone slept.

She did not stir as the city flooded. She does not wake as waves crash against the harbor defenses and runes flare and crumble. Kael watched over her. His own brand of magic was unable to find purchase in her ailment, waiting for some sign that she felt what was happening. But there was none. When the storm finally weakened, it did so unevenly. The rain eased first. The wind follows hours later. What remains is water everywhere, pooled and stagnant, filling cellars and streets, soaking into wood and stone alike.

The city begins to count its losses. Support creative writers by reading their stories on Royal Road, not stolen versions. Inspectors arrive with ledgers and careful expressions. They walk the docks, marking collapsed structures and compromised piers. Insurance agents follow behind them, boots clean, eyes sharp. Claims are filed. Timelines are discussed. None of it eases the strain on the city. Supply wagons slowed. Goods pile up where docks have failed. Prices climb. Tempers shorten.

Hunger presses in places it had not before. The boathouse still stands. It sits high enough above the waterline to avoid the worst of the flooding, its timbers soaked but sound. From its upper level, the damage is plain. A harbor broke in pieces. A city breathing hard but still alive. The crone wakes on the third morning. Kael is there when her eyes open. He has slept little. The smell of damp wood and incense hangs in the air.

"This was not the sea's anger," she says, her voice thin but certain.

"What was it, then?"

"A release." She continued.

"The new harbor defenses will not hold forever. They are a vessel, and each storm fills them a little more. When the pressure becomes too great, the sea takes what it must and recedes. This storm was the first of many." Kael's hands tighten.

"And next time?"

"It will be worse." She goes on to explain that without reinforcement, the first ship will fail in less than two months. After that, the strain will spread faster. Each failure will bring stronger storms, closer together.

"How long do we have?" She looks toward the harbor, where the water still sits too high against the stones.

"Less than three months, at this pace. If you add additional ships, you will be lucky to get a year." When she sleeps again, Kael leaves carrying the weight of it. The city does not wait. Crews are organized. Debris is hauled away. Timber and stone are brought in from upriver and the quarry. The guild takes shape quietly in the midst of it. They finalize their charter without ceremony. Work comes quickly. Warehouses with broken walls need guards. Merchants fear theft. Foremen need hands.

They accept small contracts and keep them. Kael oversees the workers.

He organizes crews to clear flooded buildings and shore up weakened structures. He moves from site to site, steady and deliberate, offering prayers when asked and silence when it is not. Aldric trains the new guards. He drills them in narrow streets and broken yards, teaching them how to hold ground when panic spreads. Discipline replaces fear under his watch. Seraphine manages the contracts and the books. She dislikes the ledgers but keeps them honest.

She negotiates fair rates, balances coin against need, and turns away those who try to profit from the suffering left behind. Jack spends his days among the labor crews. He lifts broken beams, hauls stone, and clears mud from flooded homes until his hands split. He does not call for obedience or offer comfort he cannot give. He works, and others fall in beside him. Frustration burns itself out in motion, and leadership settles on him without name or title.

Kaels take care of the humanitarian aid and helping the people of the ward. While Aldric protects the ward's infrastructure. Seraphine handles the logistics and the hiring. People who have not worked in years take up tools again. Some clear rubble. Some stand guard protecting the things that walls shabby walls no longer can. The profits are low but fair. The pay is steady and the work matters. In a time of need the people are give purpose and hope and Jack is seen providing it. Everywhere. Tirelessly.

More than any other, like a man possessed. Or at least one trying to repay a debt that wasn't his to bear in the first place. Thieves test the edges of the Dock Ward and are driven off. Word spreads. The docks become harder to prey upon. No announcements are made. No banners raised. The guild earned its trust by showing up every day and doing what it promises. At night, when the city finally grows quiet enough to hear the water again, the harbor breathes. The defenses hold, for now.

Pressure slow builds beneath the surface. The sea is not finished.
