They cleared the table quickly. Ledgers were stacked. Maps rolled and tied. Loose reports vanished into drawers as the guild rearranged themselves along one side of the long table, four chairs drawn into a deliberate line. By the time the runner returned, the room had shifted from a planning space to a receiving chamber. The woman entered without hesitation. She was guided in by the runner, posture straight, expression unreadable.

If the scene before her gave her pause—four figures seated with quiet intent—she did not let it show.

"Thank you for making time," she said, her voice even. She turned slightly, her gaze already seeking the far end of the room.

"Lord Breakwater—""As this is our second meeting regarding guild business," Seraphine said, calm but sharp, "you will address us as the leadership of Breakwater Holdings. And you will introduce yourself." The woman paused. Aldric leaned back in his chair.

"Or we will see you thrown out on your ass." Kael added evenly, "It is a simple matter of courtesy." Jack remained where he was, standing against the wall behind the desk, arms folded. He said nothing. He simply watched. The woman assessed them, then inclined her head.

"Very well," she said.

"My name is Celina Karl." She took a step forward, uninvited but not unwelcome.

"I have been tasked with assessing your purpose, motives, tactics, operational capabilities, and scalability," Celina continued.

"I have been for some time now." The three guild leaders didn't respond.

"And I am pleased to say," Celina went on, "that your efforts here in the Dock Ward have made a measurable impact." She gestured toward the windows.

"Trade losses are down. Theft has dropped sharply in areas where you have operated. Merchant confidence has stabilized. Shipping concerns that should have spiraled after the storm… didn't." Jack shifted slightly, still silent. The wider world needed to learn this lesson about Breakwater Holdings. It was greater than any one man.

"Greyhaven," Celina said, "handles nearly sixty percent of all external trade flowing into the kingdom. The storm disrupted more than docks and warehouses. "Then why not submit a formal request, like every other merchant house?" Celina smiled politely.

"Because I am not here to discuss extra patrols or guarded shipments." Aldric narrowed his eyes.

"Then what are you here for?"

"The stabilization of the entire Dock Ward." The words landed heavier than coin.

"And who," Aldric asked, "has that much pull?" Jack stepped forward before Celina could answer. Her revelation changed the plan. If Seraphine and the boys were upset by his audible, they didn't show it.

"Isn't it obvious?" he said.

"The city." Celina inclined her head.

"The city council, yes." Kael frowned.

"Then why now? The Dock Ward has been decaying for years." Celina folded her hands.

"Reform has been… discussed, albeit slowly. Old interests move at old speeds. And there is opposition." Jack studied her as he let that sink in.

"That's not what's driving this." Celina did not respond, choosing to feign ignorance over honesty. Or maybe she simply didn't know the truth for sure.

"The kingdom is finally holding them accountable," Jack said, gesturing around the room.

"The storm made the weakness visible. If Greyhaven fails, people starve far beyond these docks."

"It is not that dire," Celina said carefully.

"Not yet," Seraphine replied. A beat passed. Celina exhaled.

"Very well. Yes. The council is under pressure. This is one measure among several. The storm accelerated timelines that would have taken years otherwise." Jack finally took a seat.

"What does the council want from Breakwater Holdings? Other than to get the crown-sized monkey off their backs." Celina straightened.

"To do what you are already doing," she said.

"At scale, fully funded and sanctioned."

"And why us?" Aldric asked.

"Because you have been successful," she said plainly. Jack read between the lines.

"It's because we are independent, and I would also guess that it's because we are an unknown quantity."

"What does that mean?" Kael asked.

"It means that people don't know our true allegiances. Each of the council members has their hooks in someone, and they can't agree on who can best marshal this challenge. If we screw up, it's on us, not them. If we don't, we are small enough to control. The naysayers get to hope we will fail, while their opposition doesn't risk their connections, and our success gives them enough reason to hope for results. Worst-case scenario, we fail and the city stays exactly the same. Isn't that right, Celina?"

She once again ignored his logic.

"The council wishes to place Breakwater Holdings on retainer," Celina said.

"With funding. With access. With authority to operate across the Dock Ward." Jack did not hesitate.

"No." The single word cut through the room.

"We will not govern the docks," Jack said.

"We will not replace the Watch. We will not rule people who did not choose us." Aldric nodded once. Kael remained still, still processing the revelations. Seraphine looked to Jack, worried. Celina studied Jack, then smiled. Not with amusement, but with relief.

"Good," she said. Aldric stiffened.

"Good?"

"The council granted me discretion," Celina said.

"This was the final measure." Seraphine's eyes narrowed.

"Meaning?"

"If you had accepted authority eagerly," Celina said, "the offer would have been reduced. Or, depending on the severity of the response, withdrawn altogether." Kael let out a slow breath.

"It was a test."

"Yes." Jack leaned back.

"And we passed."

"You did," Celina said.

"Instead of authority, you will be sanctioned, funded, and visibly backed by the council. But not empowered to rule."

"And the Watch?" Aldric asked.

"You coordinate," Celina replied.

"You report crimes. You support stability. When you stop something in the course of your work, you turn it over and move on."

"And if the Watch fails," Aldric said, knowing all too well the failings of the system. Celina met his gaze.

"That will be noted." The meeting ended without ceremony. Outside, the harbor shifted. Water pressed against stone. Ships creaked at their moorings. Breakwater Holdings had not asked for legitimacy. It had been measured for it and judged acceptable. Now it was time for the real work to begin.
