They reconvened two weeks later. Not because the work was finished, but because the pace had changed. The Dock Ward no longer smelled like rot and panic. Broken pilings had been hauled clear. Temporary walkways spanned the worst gaps. The harbor moved again, slowly but deliberately, as if testing its own balance after a long illness. Reconstruction, however, had stalled. It now waited on councils and permits, a process that dragged on slower than any manual labor.

Bureaucracy had reclaimed the ground the water lost. The city's profits were now held up by red tape. They gathered in the guild hall's back room, the long table once again covered in ledgers, reports, and half-annotated maps. Jack stood rather than sat, moving between them as he reviewed notes, eyes scanning patterns he could feel forming without yet understanding their shape. Seraphine entered first, setting her ledger down with practiced precision. Aldric followed, loosening one shoulder as he took a chair.

Kael closed the door behind him and lingered there a moment, listening to the city breathe through the walls. After everyone found a seat, Jack spoke.

"I'd like to start, if that's all right with you." No one objected.

"After we took down those monsters, the Watch did make an appearance," Jack said.

"A commander," he continued.

"With a contingent. He set up near the docks. Conducted interviews. Made a show of presence." Aldric's mouth twitched.

"Of course he did."

"And avoided us entirely," Kael said. Jack nodded.

"For three days." Seraphine tilted her head.

"And then?"

"Then he left," Jack said.

"He did send a runner with a message. Several, in fact." He slid a short parchment onto the table.

"That's pretty standard."

"Military men tend to be," Jack said.

"Clear words. Clear intent." Kael frowned.

"And the rest?" Jack met his eyes.

"The first, as I see it, is that they see us, see what we did, and want us to stay in our lane. The last was obvious when he didn't deliver it himself."

"We aren't worth his time," Aldric said, nodding once.

"Not yet," Jack agreed. Silence settled for a few moments.

"Why wait until the end of the week to deliver the bodies?" Kael asked, having run the timeline through his head. Seraphine smiled faintly.

"To send a little message of our own." Aldric snorted.

"I would've just told him to shove it. But this works."

"They didn't pay much," Jack said.

"But it's honest coin for the coffers and it helped set a tone." He moved again, stopping behind Seraphine as she opened another ledger.

"I sent thanks to Katherine," he said.

"House of Thann." Seraphine slid a copy of the correspondence forward. It included Jack's suspicions, along with proof of their holdings being targeted at a higher frequency than others.

"They replied," she said.

"With concerns. Katherine would like to meet with you this week, over dinner." Aldric started to whistle but was silenced by Jack's gaze. All three of them failed to hide their smiles. Jack ignored it. He tapped the page.

"Apart from the thefts, some stopped, others successful. There were close calls near three of their ventures. Delays that weren't delays. Losses that shouldn't have happened." Aldric scanned it.

"Someone feeling around the edges."

"I don't have context yet," Jack said.

"But enough threads are pulling in the same direction that I wanted them to see it. Maybe they can connect the dots." Seraphine cleared her throat.

"There's something else," she said.

"About the escort request." Aldric perked up, having pretended to fall asleep during Jack's ramblings.

"The one asking for Jack by name."

"That one," she said.

"You already knew about the offer. What you didn't know is that it didn't stop." Jack turned, "How persistent?"

"Enough that I finally responded," Seraphine said calmly.

"Politely. Firmly. I explained that repeated requests paired with such a low offer, especially when asking for a founding member by name, were… inappropriate." Kael shifted uncomfortably in his chair, "And?"

"They stopped," she said.

"Two days later, a new request came in. Different source. Similar structure. Four times the pay." Aldric's expression hardened.

"Related?"

"I checked," Seraphine said.

"No overlap. No visible ties."

"That can't be a coincidence," Jack said. Kael frowned.

"Then I say we ignore it." Jack shook his head.

"If someone has set something in motion, we can't stop it by pretending it isn't there. If we ignore it, we lose the chance to understand how far it goes." Seraphine nodded.

"And if it's nothing, we get paid well for caution." Jack considered, then nodded once.

"We take it. But we're smart about it. I take our best, and Aldric comes with me." Aldric smiled.

"Gladly." Kael shifted.

"Cleanup work is drying up." The room stilled.

"That was inevitable," Jack said.

"But where do we pivot? There will be lots of construction starting soon." Kael shook his head.

"Dock workers and accountants aren't construction crews. Other than menial labor, they'd just get in the way." A knock interrupted him. The runner stood in the doorway, breathless.

"There's a woman here," he said.

"Asking to see you."

"Her name?" Seraphine asked.

"She said you wouldn't know it," he replied.

"But that you'd know who she is." Jack straightened.

"Send her in." Whatever legitimacy they had earned, it was no longer abstract. It had arrived.
