Cassian found them before Gideon did. He emerged at the junction between Level Four and the control spine, uniform torn and face streaked with soot. Ekans followed, one eye swollen shut. The restraint collar still glowed.
"Southern tunnel was empty," Cassian said. Rine kept his good hand near the knife.
"You should ask for a refund."
"Iona sold me the map."
"She raised the price." Understanding turned Cassian's face ugly.
"You planned the orphanage."
"Move."
"Gideon offered full operative rank for your head." Lyra's Kadabra raised her spoon. Cassian held up the collar controller.
"Psychic move and Ekans releases poison into ventilation." Rine used Identify. The controller linked to three canisters, but the ventilation valves had lost power. Cassian did not know.
"You're bluffing."
"Try me." Rine looked at Ekans. > Level 13 > Current Potential: Gray — Defective > Maximum attainable potential reduced: Untreated spinal injury, chronic collar damage > Emotional state: Terror; hostility toward Trainer Cassian had nearly destroyed a Green-potential Pokémon within one month.
"Take off her collar."
"Beat me." The words sounded like the arena. Rine felt Tomas's knife inside his memory. Dark energy rose. He could kill Cassian. Part of him wanted to.
"No." Cassian laughed.
"Coward."
"Ekans, come." The snake looked at Rine. Cassian activated the collar. Nothing happened. The power failure had disabled it. Ekans went completely still. For the first time since assignment, no pain followed disobedience.
"Ekans," Cassian said again. The snake turned. She struck him. Fangs entered his forearm. Cassian screamed and hit her with the controller. Ekans coiled around his legs. Rine moved forward, but not to save Cassian. He cut the collar. Ekans released him and retreated behind Rine. Cassian stared at his bleeding arm.
"She's mine."
"She disagrees." He drew a pistol. Lyra reacted first. Psychic force tore it away. Cassian lunged at Rine with a knife. Rine blocked using his broken arm by instinct. Pain turned the corridor white. Cassian drove him into the wall. The blade scraped Rine's ribs. Rine's good hand found his own knife. He placed it under Cassian's jaw. One movement. Easy. Cassian felt the edge and smiled through blood.
"Do it." He wanted confirmation that they were the same. Rine withdrew the knife. Lyra struck Cassian with telekinetic force. He hit the floor unconscious.
"Why?" she asked. Rine looked at the boy who killed his partner and tortured Ekans.
"Because I wanted to." That was precisely why he could not. Lyra restrained Cassian with his own belt. Ekans watched from a distance. Rine placed an empty ball on the floor.
"You can come, leave, or stay." Ekans examined it. She did not enter. She moved into a maintenance duct and disappeared. Her choice. Rine left the ball behind. They continued toward the control room. "Ember—left wing!" The controlled flame struck Golbat's membrane, forcing him to bank. Houndour did not possess a type advantage; precision created opportunity where raw power could not. Ekans watched Cassian trigger the pain implant. Golbat convulsed midair.
"Again!" Cassian shouted. Rine threw the stolen controller against the wall.
"Gastly, Lick the implant housing!" Ghost energy disrupted the device. Golbat crashed, rolled, and rose facing Cassian. For one heartbeat, both assigned Pokémon looked at their Trainer. Cassian finally saw what he had built. He backed away. Ekans struck first. Golbat followed with Wing Attack. Cassian hit the floor between them, arms protecting his face.
"Stop!" Rine ordered. Neither Pokémon belonged to him. Houndour barked—a sharp Dark command carrying pack authority. Ekans loosened. Golbat landed. Cassian stared from the floor.
"Why stop them?"
"Their first free choice shouldn't be making you into a body."
"You think that makes you better?"
"No." Rine meant it. Mercy did not erase extortion, Kern, or Tomas. It simply prevented another act from joining them. Lyra removed the neural implant telekinetically. Gastly caught it inside Smog and corroded the circuitry. Golbat tested his wings. Then he crawled into an open ceiling shaft. Ekans remained. Rine treated the collar wound with antiseptic while she watched his hands. Her spine injury required professional care. Leaving her inside the base condemned her. He offered the ball again.
This time, Ekans touched it with her nose. Capture light drew her inside. The ball locked. > Temporary protective registration pending. Rine attached it beside Houndour's.
"Three Pokémon," Lyra said.
"One patient." Cassian used the distraction. He attacked with the knife, driving Rine into the wall. Pain broke the fight into fragments: Lyra shouting, Houndour snarling, Gastly emerging from smoke. Rine reached Cassian's throat first. He refused the kill. After Lyra rendered Cassian unconscious, Rine searched him. He found Rocket credits, stimulant tablets, and a photograph of a girl wearing the orphanage uniform.
"His partner," Rine said. The name on the back was Lysa More. Cassian had claimed her name did not matter. He carried her picture anyway. Rine placed it inside Cassian's shirt. The boy was not empty. He had chosen to behave as though he were. That distinction made him more responsible, not less. Rine secured the restraints and transmitted Cassian's location to Mara. Then he and Lyra continued. Mara's retrieval team reached Cassian before he could free himself. Rine heard the arrest over the emergency channel.
Cassian gave a false name, then attempted to bribe the hunters with Rocket credits. When that failed, he claimed Rine orchestrated the entire raid to seize command.
"Creative," Lyra said.
"He believes authority is the only reason anyone does anything." At the next landing, Rine stopped to treat his shoulder. He fashioned a sling from the torn Rocket uniform and swallowed a standard painkiller after Identify confirmed the dose. Stronger stimulant analgesics remained in Cassian's pouch. Rine destroyed them.
"Those might be useful," Lyra said.
"They might also make the injury feel optional." Pain was information. Team Rocket trained people to silence it until bodies broke. Houndour's breathing remained steady. Gastly shed small fragments whenever he expanded. Rine recalled both for three minutes of rest, despite the risk of facing Gideon without them immediately available. Partners were not emergency equipment. The control room lay one level above. Gideon's psychic pressure reached through the floor, carrying an invitation disguised as threat.
Images touched Rine's veil: Mira safe beneath a false sun, Tomas alive if Rine surrendered, himself wearing an executive uniform years older and stronger. Gideon offered every future except freedom. Rine recognized the technique and continued climbing. Lyra paused.
"He's showing me Sabrina."
"Real memory?"
"Close enough." Rine held out his good hand. Lyra looked at it, then took it. Their combined defenses did not merge cleanly. Psychic energy wanted clarity; Dark energy created refusal. "I need to." If Cassian had become irredeemable at sixteen, what did that imply about Rine? Believing change remained possible did not require releasing him, trusting him, or excusing Ekans's injuries. It required leaving him alive to face choices without a knife at his throat. Houndour sniffed Cassian and turned away. Gastly projected a tiny prison around him.
"Accurate," Rine said. They heard Iron Talon approaching through the lower corridor. Rine transmitted the implant evidence and Ekans's condition report. Then he left Cassian behind with his partner's photograph and consequences he could no longer outrun by climbing the Rocket ranks. Cassian's injured Pokémon became the first test of the refuge network. Rine transmitted Golbat's implant data and Ekans's scan to Mara. Iron Talon dispatched a veterinary retrieval pair despite the active battle.
Their willingness to divert resources surprised him.
"Pokémon are victims too," Mara said over the channel.
"Some League officers forget."
"Some Rocket children bite people helping them."
"Fair." The exchange ended. Lyra knelt beside Ekans's temporary ball before they left.
"She may never trust a Trainer."
"She does not have to."
"You could rehabilitate her." Rine understood the temptation. Saving Ekans personally would feel like correcting Cassian's abuse. It could also turn her recovery into proof of Rine's goodness.
"A sanctuary should evaluate her."
"That is probably wiser."
"I hate when you sound surprised." Lyra almost smiled. Houndour touched her nose to the ball. A faint hiss answered from inside. Rine carried Ekans toward people qualified to offer choices beyond him. Cassian stirred before they reached the stairs. His fingers crawled toward the fallen control unit. Houndour noticed first. She placed one paw on the device and crushed its casing with a measured press. Cassian laughed weakly through split lips.
"You think they chose you? They smelled weakness. Pokémon always do." Ekans's ball shook against Rine's belt.
"No," Rine said.
"They recognize it." Golbat hung from a broken pipe above Cassian, one wing torn where the control collar had discharged. It could have descended. Its fangs were long enough to finish what the battle had begun. Instead it watched him bleed. Rine used Cassian's own restraints on his wrists. While Lyra transmitted the prisoner's location, Rine found three stimulant ampoules inside the man's coat and a packet of dried meat treated with compliance drugs. The system had not made Cassian powerful.
It had surrounded him with injured creatures and taught him to mistake their fear for loyalty. Houndour sniffed the packet and recoiled. Rine sealed it as evidence.
"When I get out," Cassian said, "I'll teach that mutt what obedience means." Houndour's throat lit gold. Rine rested his hand against her neck.
"He wants you angry." The light diminished by choice. Cassian's expression changed. For the first time that night, he looked afraid. Golbat clicked once. Whether it understood the words or only his tone, it remained above Cassian rather than following.
Not every rescue needed to become a partnership. Rine marked the pipe with blue emergency paint so the medics would look up. Lyra used a clean strip from her sleeve to bind the worst tear without touching Golbat's wing directly. The Pokémon snapped at her once, more warning than attack. She withdrew immediately.
"Consent appears popular tonight," she murmured.
"It should catch on."
"Not if the League committees become involved." Despite the blood, alarms, and Cassian cursing behind them, Rine almost laughed. The sound emerged rough and unfamiliar. Golbat's ears turned toward it. For a moment, none of them were weapons. They were injured, frightened creatures sharing a corridor and choosing what came next. Rine found that more dangerous to Team Rocket than any move they knew.
Then Gideon's psychic invitation reached down the stairs, and every light in the corridor turned toward the control room.
