Spring came while the operation was in final preparation, which meant it came with a specific quality of layered urgency — the normal urgency of spring planting and the particular urgency of an operation that had been planned through a winter and was now close enough to execution that the final preparations felt like a countdown. The spring also brought Chung's most significant capital intelligence since his arrival.

The message came through the heliograph on a Tuesday morning, encoded in the full cipher, from the capital relay that Chung's contact was maintaining. It was brief — the heliograph's signal capacity rewarded brevity — and it said, when decoded: King Aldric declining rapidly. Court in emergency succession consultation. Timeline now months not years. Approach imminent from both factions.

Marcus decoded it himself, at the receiving station on the castle's east tower, and brought it to Chung before he brought it to anyone else.

"How reliable is the source on the timeline?" he said. Chung read the message. He had the stillness of someone who had been expecting something like this for six months and had prepared for how he would respond to it.

"High confidence," he said.

"The contact has direct access to the royal household's communication channels. Declining rapidly means the physicians have updated their assessment." He paused.

"Months. Four to six, based on the previous pattern of decline. Possibly less."

"Which means the succession crisis begins this year," Marcus said.

"Yes," Chung said. Unauthorized duplication: this tale has been taken without consent. Report sightings.

"And the formal approaches from both factions happen before the year is out," Marcus said.

"Almost certainly," Chung said. Marcus thought about the operation. The operation was scheduled for April. The king's death and the succession crisis were four to six months away. The Adversary operation, if successful, resolved the northern threat before the political situation peaked. If unsuccessful — if it took longer than expected, if the withdrawal condition was met and they came back and needed to plan a second attempt — the window closed.

"The operation timing doesn't change," he said.

"We proceed as planned."

"The political timeline doesn't change either," Chung said.

"We can't address it faster than the king dies."

"No," Marcus said.

"We address it by being what we are when it arrives. Not by anticipating it — by having built what we've built, so that when both factions approach, they approach something that is already real." He paused.

"That's why the charter matters. That's why the schools matter. That's why the court decisions and the medical operation and all of it matters — not because any of it changes the succession arithmetic, but because it means that when someone looks at the Warden's March, they see something that exists on its own terms." Chung looked at him steadily.

"You've been planning for this conversation for a long time."

"Since the first intelligence about the succession situation came through the textile signal," Marcus said.

"Two years."

"What do you want to do when the approach comes?"

"What Vance designed the charter to do," Marcus said.

"Hold the position. Keep both factions in communication without committing to either. Use the leverage of our position to get something that serves the march's long-term interests regardless of who wins." He paused.

"And keep building. Whatever happens in the capital, we keep building." Chung nodded slowly.

"I'll update the full briefing for the council," he said.

"Thursday session," Marcus said.

"After the operation planning review." He paused.

"In that order. The operation first, then the capital situation. The operation is what determines whether we have the position to manage the capital situation."
