Briggs brought the idea to the council in March, after the first engagement had demonstrated both the adequacy of the garrison's bow capability and its limits. He did not announce it as the idea. He announced it as a question, which was how he introduced things he had already decided were right and wanted the council to arrive at independently: "What is the engagement range limitation on our current defensive capability?" Hollis answered: "Effective archery to sixty yards.
Maximum to perhaps ninety, with significant accuracy degradation."
"And the threat at the first engagement — what was the critical moment?"
"When they adapted their formation and pushed the flanking elements toward the wall base," Marcus said.
"Inside the arc where the archers could no longer effectively engage."
"So the threat is most effective inside sixty yards," Briggs said.
"And our best capability is most effective at sixty yards and beyond."
"Yes," Hollis said, with the patience of a professional who saw where this was going.
"What changes if we have a ranged capability that is effective at a hundred yards? A hundred and fifty?" Hollis was quiet for a moment. Then: "The engagement dynamics change completely. They can't close to the wall under fire from a capability that effective at that range. The tactical adaptation they used in the first engagement stops working."
"Yes," Briggs said.
"That's what changes." He spread the sketches on the table. Not finished designs — he was not a gunsmith, he was an engineer with a working knowledge of the underlying physics, and the sketches reflected that. But the principle was clear, and the sequence of development was laid out in the manner of someone who had been thinking about the engineering problem seriously and had arrived at a starting point.
"The metallurgy," Marcus said.
"Is now adequate," Briggs said.
"Six months ago it wasn't. The blast furnace output changes what we can produce. The barrel requires a specific material quality — consistent grain structure, the right hardness range — that the previous iron couldn't reliably achieve. The new iron can." He paused.

"We're talking about arming them by winter," Marcus said.
"The first unit," Briggs said.
"Four soldiers, Hollis's best. Single-shot, slow reload, learning curve significant. The tactical value in the first iteration is not volume of fire — it's deterrence. The sound and effect of something the attackers have never encountered before, at a range they did not expect to face fire from."
He said it with the clinical precision of a man who had been thinking about this as an engineering problem and understood that the engineering problem was inseparable from the tactical problem and the ethical problem, and who had decided that the ethical analysis had been done — by the protocols Washington had written, by the council's deliberation, by the specific context of a defensive capability being built in response to a specific and demonstrated threat. Marcus looked at the sketches.
He looked at the council.
"The protocols cover this?" Okafor said.
"The protocols cover the devices," Washington said.
"A different weapon is a different question."
"Then we address it now," Marcus said.
"Before the development proceeds." He looked around the table.
"The rifle — if we build it, what is it for?" The conversation that followed lasted ninety minutes and covered the ground it needed to cover: the defensive argument, the deterrence value, the risk of capability proliferation, the specific commitment that this was a defensive tool and would be treated as such. It was not an easy conversation.
Okafor pushed on the deterrence argument — deterrence as a concept was only as stable as the credibility of the threat, and credibility required demonstrated willingness to use the capability, and demonstrated willingness had costs. Washington pushed on the proliferation risk — anything they built could be taken and copied and used in ways they didn't control. Marcus listened to all of it and said, at the end: "Those are the right concerns.
They don't change my view that we need this capability, but they do change how we develop it. We document every unit produced. We control the ammunition supply — the powder, the components — at a level that limits use to what we authorize. We do not export the technology. And we revisit this decision annually." The vote was four to one, with Okafor abstaining. The abstention was her statement that she thought the decision was probably right and that she was not comfortable voting for it.
Marcus recorded the abstention and the reasoning in the council minutes, because it was the right thing to record and because Okafor's discomfort was information that the organization needed to keep in its institutional memory. Briggs went back to the forge and started building what would eventually change everything.
