I sat in the cold light of the server room. The "Oracle" algorithm—running on the massive Google server farm in Oregon—had flagged the pattern three months ago. It wasn't magic. It was data hygiene. "Intel?"
"Hard," I said. I triggered an encrypted burst from my console.
"You're getting a data dump now: flight manifests, wire transfers, and flight school logs where they specifically requested training on steering, not landing."
"Jesus," Burruss breathed. I could hear the sound of him scrambling into his chair, the sudden urgency of a commander recognizing a nightmare.
"Who are they?"
"Al-Qaeda," I said.
"The Hamburg Cell and the Muscle."
"I'll call the Agency," Burruss said, his tone already shifting to mission-planning mode.
"We'll set up a task force..."
"No time," I cut him off.
"Bucky, if you bring in the Bureau, they'll open a multi-agency investigation. They'll surveil them. They'll try to turn them. And they'll miss one. You miss one pilot, you lose a tower. You lose three thousand people. You lose the economy."
"What are you proposing?"
"Direct Action," I said.
"Pre-emptive interdiction."
"On US soil?" Burruss asked, his voice hardening.
"Posse Comitatus, Chad. Delta can't operate domestically. We can't kick doors in Florida."
"I know. That's why you aren't going to kick the doors. You're just going to spot them." I watched the data transfer hit 100%.
"I own the security contracts for Logan, Newark, and Dulles via Fractal Security Solutions. My guys are at the checkpoints."
"And?"
"And I need you to authorize a 'Red Cell' readiness drill. You deploy surveillance teams to track these nineteen subjects as part of a counter-terrorism simulation. You feed their real-time location to my security operations center."
"And then?"
"And then," I said, "we deny boarding."
"You just... don't let them on the plane?"
"It's a private business, Bucky. We reserve the right to refuse service. We don't arrest them for terrorism. We don't read them their rights. We cancel their tickets. We put them on the No-Fly List. My No-Fly List." Burruss paused, weighing the legality against the catastrophe.
"If they don't get on the planes, they go to ground. They try again."
"No," I said.
"When they get turned away at the gate, they will panic. They will call their handlers. They will run. And that is when you pick them up. Not for terrorism. For visa fraud. For expired passports. For loitering. We disrupt the sync. We break the rhythm. If they don't fly on the 11th, the plan collapses." Burruss sighed, the sound of a man accepting an impossible weight.
"Send me the targets. We'll watch them."
