Through a holding structure, three layers of it, the kind of structure the father's case taught us to read — the Resource Reclamation pattern, ownership laundered through entities that look independent and are not. The Iron Veil analyzed our championship, built a manual, laundered it through a tactical-analysis firm and a training consultant, and put it in the hands of a formation we faced. And they'll do it for every formation we face in the tournament."
"They will," Cirus said.
"The firm produces analysis on contract. The tournament has a bracket. Every formation in the bracket is a potential client for an analysis of 7-Delta, and the firm — the Iron Veil — can supply it to all of them, through legitimate channels, deniably, because selling tactical analysis is a legitimate business and the Iron Veil ownership is three layers down where no one looks. By the time the bracket is set, every formation we face will have had the opportunity to acquire a breakdown of how we fight. Some will.
The ones who take the tournament seriously. We will walk into the bracket against formations that have read us."
"This is the move my father warned about," Cassian said.
"Exactly. They understood us — the championship gave them the data, the analysis built the understanding — and they weaponized the understanding into a manual and they're distributing it. Not to stop us. To make every match harder. To wear us down across a bracket, match after match, against opponents who all have the same breakdown. It's patient and it's deniable and there's no single blow to counter, because the blow is distributed across every formation we'll face. The Iron Veil isn't fighting us.

"And it is more important than the first, and I held it for last because it changes what the tournament is." The room turned to him.
"The manual is not only a tournament weapon," Cirus said.
"I have been thinking about why the Iron Veil would expend this effort — the analysis, the laundering, the distribution — to make 7-Delta's tournament harder. We are cadets. We are a single formation at a single academy. Making our bracket difficult is a small return on a significant operation. The Iron Veil does not expend significant operations for small returns. So the tournament weapon is not the purpose. It is a side effect. The purpose is the distribution itself." He laid the last piece.
"The Iron Veil is using the tournament to establish a distribution channel. It's a corporation that's building the ability to shape military doctrine across the system, and testing the ability on us. The case isn't only about justice for the past anymore.
It's about a present capability that's being tested right now, on us, in a tournament." He looked at the room.
"My father gave me three hundred and forty names. He didn't know about this. The case he handed me was the cover-up. The case we're actually in is bigger than the one he handed me — because while he was investigating the past, the Iron Veil moved into the present, and built a new thing, and we just found it, because they tested it on us." * Krell'va, from the place by the door, said the thing that set the response.
"Then we do two things at once," he said.
"Which is what we always do. Both, always both. We win the tournament — by out-moving the manual, the way Cassian named, proving the photograph is always one version behind the moving thing. That is the visible work. And underneath it, we investigate the capability — the firm, the channel, the proof-of-concept the Iron Veil is testing on us. That is the work. The tournament is no longer only a bracket we win.
It is the place where the Iron Veil is testing a capability, which means it is the place where we can observe the capability being tested, which means the tournament is not a distraction from the investigation. The tournament is where the investigation happens, because the Iron Veil chose to test their capability in the exact arena we're fighting in."
"Both always both," Cirus said.
"The phrase keeps being true. The tournament is the visible work and the investigation is the work and they are the same work because the Iron Veil made them the same work by testing their capability where we fight. We could not have arranged this. They arranged it for us. They brought the case to the arena. We only have to be paying attention."

But underneath the cover-up, in the present, the Iron Veil had built something new, and was testing it, and the testing had brought it to the one arena where 7-Delta could see it — because the Iron Veil, understanding 7-Delta, had chosen 7-Delta as the test case, never imagining that the test case was also the one formation in the system actively investigating them, the one formation that would recognize the manual for what it was and trace it back and see the capability behind it.
That was the thing, the thing he held last, falling toward sleep: the Iron Veil had made a mistake. Not in the manual — the manual was good, the laundering was clean, the distribution was deniable. The mistake was the target.
They had chosen 7-Delta as the test case for their distribution capability because 7-Delta was a convenient, well-documented championship formation — and they had not known, could not have known from the outside, that 7-Delta was the one formation already inside their walls, already holding three hundred and forty names, already built as an architecture for investigating exactly this. They tested their new weapon on the one target equipped to recognize it and trace it and turn it into evidence.
The watcher had read their water and concluded 7-Delta was a useful test case. The watcher had been wrong about what 7-Delta was. And the wrongness was the opening — the first real opening the investigation had, handed to them by an enemy who understood them well enough to choose them and not well enough to know what choosing them meant.
Outside, the academy ran its year toward the tournament, the bracket assembling, the Iron Veil's capability circulating through legitimate channels to formations who would consume it and never know its source.
Inside, the lamp burned over the open game, and 7-Delta held the confirmed leak and the capability behind it — the case grown larger, the tournament become the investigation, the enemy's move and their own now the same move in the same arena — and underneath all of it the opening, the mistake, the thing the Iron Veil did not know: that they had tested their new weapon on the one formation built to take it apart, and that the tournament they had chosen as their proving ground was about to become the place where the formation proved, both at once, that you cannot photograph a thing that refuses to stop moving — and that a corporation that tests its capability on its own investigators has handed those investigators the one thing ten years of cover-up never gave them: a present-tense crime, in progress, in an arena, where they could watch it happen.
