The sky over Vance Crystal Island in the mid-Pacific was clear and ordinary. No thunder. No tsunami. No rift. Just a bright cold morning and the object in high orbit that Earth's instruments could see and not explain. "It's a due-diligence team," Lucian corrected, oddly calm.

"Somebody, somewhere, heard a small planet went through a restructuring and sent a quiet observer to confirm the numbers before they decide whether we're worth a conversation. I've been on both ends of that. You don't send the fleet to look at the books. You send one accountant." He lowered the tablet.

"Which means we've got time. Whatever this is, it's still reading. It hasn't decided anything. Neither have they." He didn't scramble jets or open a channel or make a speech to the sky. He filed it, exactly the way his own System had filed it, and turned back to the thing he could actually affect. Because down on Earth, the handover was still happening, and it was not going cleanly, and that was the real chapter. Sylvia pulled up the distributed-maintenance board — every region that had taken over a piece of the grid, the dungeon monitoring, the energy nodes, on its own authority. It was a patchwork.

"The Nordic Compact's ahead of everyone," she read.

"Their operators are running the western nodes solo, redundancy in place, and they've already caught and contained two minor pressure anomalies without calling us — flagged them off the archive method you sent, the displaced-load model. That's working."

"Good. Don't touch it. Send them the residual data and stay out of their way."

"Two of the equatorial states took the training package and then rewrote half of it to fit their own doctrine. Their numbers are... worse than ours were. Slower response, more downtime." Sylvia hesitated.

"They know. They've been sent the comparison. They're keeping their version anyway." Lucian looked at that for a moment.

"Then they keep their version." He said it against every instinct he had.

"They saw the better number and chose the one that's theirs. That's allowed. That's the entire point of handing it over — if I only let them run it my way, I never handed anything over, I just moved the collar." A beat.

"Log their outcomes honestly. If people start dying from the downtime, that's a different conversation and they can call the fallback. Until then, it's their grid."

"And one government," Sylvia added, "sent the whole package back unopened. Public statement. They don't want Vance systems, Vance training, or Vance advice on their soil, full stop. They're building their own from scratch. It'll take years and it might not hold."

"Any breaches there yet?"

"Not yet."

"Then we watch, we keep the fallback line open in case they change their minds under fire, and we let them try." Lucian pocketed the tablet.

"Some of this is going to fail, Sylvia. Regions that rushed it. Governments that refused it out of pride. People will get hurt in the gaps, and some of those gaps I could have closed by force this morning." He looked out at the water.

"And if I close them by force, I own the grid forever and we're right back where the Nordics started. So I don't. I leave the gaps where the law says the gaps belong, and I keep the number honest, and I don't get to feel clean about it." Astra, working on a strawberry popsicle beside him, squinted up.

"That sounds like it feels bad."

"It feels terrible," Lucian said.

"That's how I know it's probably right. The stuff that feels great is usually me about to buy something I shouldn't."
