Flying in my 767 was the epitome of comfort, but I'd flown so far already this year and I was so very tired of traveling, so as arranged with Foster and Partners in September, I sent my plane to pick them up and bring them to my home in San Diego.
"Welcome, gentlemen," I said, meeting them at the door.
"Thank you for the invitation, Dr Cook. We especially appreciate the luxurious flight you provided," said Norman Foster, the founder. His eyes already assessing the modern, minimalist lines of the house. Foster paused, looking out through the sheer glass wall at the Pacific horizon.
"We must thank you for the venue as well. This is a marvelously modern home. Who is it?" he asked intensely curious.
"A San Diego architect who pioneered the transition from Streamline Modern to International style in Southern California. It's three houses all together and the location it showcases is unique as well."
"When was it built?" he asked as he moved through the space taking it in.
"1946. You can find it featured in the September 22, 1947 issue of Life Magazine," I told him, and pointed at a wall.
"I got a copy and had the pages put in a frame, if you're interested." He went to the collection of frames making a neat rectangle and read the article while examining the 1947 photos. Spencer de Grey, the lead partner, nodded, tracing the steel frame with his eyes.
"The seamless integration of the sea and the living space here—a beautiful defiance of conventional walls. It's early modernism at its absolute purest. An interesting contrast to the Art Deco aesthetic you requested in the preliminary brief."
"Contrast is good," I acknowledged.
"The Glass House is about transparency and lightness. Ocean City will be about monumentality and self-contained permanence. Now, enough about this house. Have a look at the project site," I said, unrolling the map.
"Ocean Island is six square kilometers. It's virtually a blank slate, and I want to build a city-sized arcology."
"That's ambitious, even by our standards," observed De Grey.
"We've built airports and towers, but a fully integrated urban ecosystem of this scale rivals Paolo Soleri's ideas."
"It does," I said, retrieving the flat case containing my own architectural drawings.
"I want Art Deco skyscrapers. Shorter at the edges of the island, taller towards the center." I unlatched the case and slid my sketches across the table, revealing the spirals, hanging gardens, and flowing water features. Foster inhaled sharply, studying the drawings.
"The massing is spectacular. The terracing and spirals—you want buildings to use the top as farmland, but what about the water runoff? You have rivers running down the exterior."
"The runoff is intentional. Water will cascade from one level to the next, filtering through the hanging gardens and spirals to irrigate the lower floors before being reclaimed. Everything a mega-city needs. Aim for complete self-sufficiency. The buildings will be housing, shopping, offices, medical facilities, government offices, manufacturing, and a university."
"We understand the tropical climate from our work in Hong Kong," Foster interjected.
"But your design—no walls or windows on any building for the first five floors, only safety barriers? That's radical. It opens the entire street level to heat and humidity."
"It is, and it's essential. I want the lower five floors to act as the city's lungs—a massive, shaded public space for markets, parks, and recreation, always open to the sea breeze. The cooling starts higher up. And twenty-five-foot ceilings are the minimum on every building. I'd prefer fifty-foot ceilings." De Grey raised an eyebrow.
"Fifty-foot ceilings on every floor, across the entire city? Dr Cook, that will nearly triple the volume of vertical construction. Even with the graphene fiber concrete—which we are eager to test at this scale—the structural and cost implications are enormous."
"The cost is what the cost is," I said, giving them a sharp, dismissive wave.
"I imagine entire small towns existing on an open floor with fifty-foot ceilings above. I want to build a breathable, self-sustaining monument to high modernism, not a concrete rabbit warren. Buildings using graphene fiber as reinforcement can reach three hundred stories or more. They don't need to be tiny towers, they can be the size of football stadiums and still go up to that height."
"We've noted the strength of the graphene cables used in your TV balloons. We've been considering other uses," Foster murmured, tapping the plans.
"A 300-story concrete structure is unprecedented, but with that reinforcement, it's intriguing. Tell us about the core energy needs."
"The center building will be the mechanical heart of the island," I explained.
"It will house a nuclear power plant with a single cooling tower at the top. It will also house the wastewater processing and recycling. From a distance it will look like a terraced-cone volcanic mountain steaming as if it was active." De Grey followed the center lines on the sketch.
"The 5, 000 megawatt ISPBR we discussed... that makes sense now. But the transportation network is critical for density like this. Moving sidewalks at every tenth level? How do you manage the transfer points and congestion?"
"The sidewalks are only for intra-ring travel. The transfer points—at levels ten, twenty, thirty, and so on—are designed as major public atria that also serve as climate transition zones. Think of them as public squares in the sky, connecting the looped rings of buildings. I envision fifty floors for the outer ring of buildings and increasing twenty-five floors higher for each inner ring." If you discover this narrative on Amazon, be aware that it has been stolen. "And the density?" Foster asked, looking from the map to the sketches.
"Fifty thousand people is highly dense for a tropical environment. Tokyo has a lower density than this."
"Fifty thousand is the minimum. The more people we can put in—comfortably, sustainably—the better. If you can find a way to rival Tokyo then do it. The island must be a completely self-sustaining model. Ground level will offer concrete roads for moving materials, but otherwise it's landscaped. Only the building pillars will interrupt the ground level landscaping. All landscaping and plantings must be edible. The island must be capable of fully feeding, housing, and providing for its entire population."
"The infrastructure for imports and exports will be vital," De Grey noted.
"Piers, wharf... and the airstrip?"
"I'd really like the current airstrip to be extended as far into the ocean as it can in both directions. The extension will not only handle long-haul cargo and passenger jets, but its leeward side can be used as a harbor wall for the wharf, protecting the shipping lanes from the worst weather." I took a breath as I watched their eyes move across the map.
"Any questions?"
"Your budget?" asked De Grey, eyes still on the complexity of the spiraling rivers moving from building to building, cascading down the artificial mountain home.
"Twenty-five billion dollars over fifteen years."
"Does it have a name?"
"Ocean City."
"Planning approval?"
"I'm the planning department, either I like what you bring me or I don't. That's the only approval beyond engineering certification as required. You have total creative freedom, within the parameters of my vision, but even then, feel free to surprise me." Foster leaned back, his professional restraint finally melting into pure excitement.
"This is not just a project, Dr Cook. This is the genesis of a whole new urban topology. To combine vertical farming, closed-loop hydrology, and such high density in a climate that demands open space... it's exhilarating." There was one final question.
"What type of Art Deco?"
"Tropical meets streamline modern. Think Bali Temple meets the Daily Express building in Manchester. I believe you're familiar with it?" Foster assured me with a smile.
"I am very familiar with it. This was a very interesting brief. We will get back to you as soon as we have something preliminary."
"How soon for something preliminary?" I asked.
"About six months."
"Excellent, here's a check to get you started." Foster looked at the check, then at the sketches, and then back at me. I smiled at him and they started to gather their things. He could see the art. I saw that in his eyes. I was certain he didn't see the necessity. I was building a lifeboat and a prototype, not just a monument to my ego.
"Six months, Dr Cook," Foster said as they headed toward the door.
"We will bring you a mountain of glass and graphene concrete."
"Make sure it breathes, Norman," I replied.
"I'm not looking for a tomb. I'm looking for a city that grows." The morning of October 5, 1989, at Vandenberg Air Force Base was crisp and remarkably still. I stood on the viewing deck of a rented RV. Basically it was a reinforced roof with fold-up safety barriers. I had a pair of high-powered binoculars hanging around my neck. Beside me, George Koopman looked like a man who hadn't slept in a week, but his eyes were bright with a manic, hopeful energy.
In the distance, the SET-1 rocket stood on the pad, a slender white needle against the deep blue of the Pacific. It was the first large-scale private rocket to stand on a government pad, and the tension in the air was thick enough to cut.
"T-minus sixty seconds," the launch director's voice crackled over the speakers. On the TV below us, the live feed from The Learning Channel was being broadcast to millions. I had spent a fortune on the rocket uplink to ensure the picture was crystal clear.
"Thirty seconds. Internal power confirmed. Liquid oxygen venting stopped." Max was back home, probably chirping at the seagulls through the windows, but I could feel a vibration in my own chest that reminded me of his purr. This was the moment where the rubber literally met the road.
"Ten. Nine. Eight. Seven. Ignition sequence start." A massive cloud of white steam exploded from the base of the pad as the liquid oxygen hit the solid fuel grain. For a heartbeat, the rocket just sat there, shrouded in a pillar of fire and vapor. Then, with a roar that rolled across the dunes like a physical wave, the SET-1 began to rise.
"Liftoff! We have liftoff of the SET-1!" George shouted, his voice cracking. The rocket didn't just crawl into the air. It surged. The hybrid motor produced a clean, transparent flame tipped with a shock diamond of brilliant blue. It was beautiful, far more elegant than the dirty, smoky trail of a standard solid booster.
"Twenty seconds. Velocity is four hundred meters per second. Pitch maneuver initiated." I watched through the binoculars as the rocket tilted gracefully toward the ocean.
"Look at that stability, Bevin," I muttered, though the engineer was too busy staring at a data scroll to hear me.
"The centrifugal casting held. No vibration, no oscillation."
"Passing Max Q," the director announced.
"Structural integrity is nominal. Thrust is holding at one hundred percent." The rocket was a tiny white spark now, punching through the thin atmosphere. On the main screen, the onboard camera showed the curve of the Earth beginning to reveal itself. The 'pale blue marble' I had talked about in Burlingame was there, glowing and fragile.
"Engine shutdown in three, two, one. Shutdown confirmed. We are in a stable suborbital trajectory." The room erupted. George grabbed Bevin in a bear hug, and even the stoic Air Force observers in the back of the room were nodding in silent approval. We had done it. We had proven that a private company could build a safe, reliable, and powerful engine for a fraction of the cost of the federal programs.
"Apogee reached," the director said, his voice finally breaking into a smile.
"One hundred and fifty miles. Gentlemen, we have a successful mission." I turned to George and held out my hand.
"Congratulations, George. You just changed the rules of the game."
"We changed them, John," he said, shaking my hand with a grip that was trembling.
"We did it." I looked back at the screen, watching the telemetry data settle into a long, graceful arc. This wasn't just a test flight. It was a signal to the rest of the world that the era of government-only space travel was over.
"So," I said, leaning back against the console as Jack handed me a celebratory coffee.
"When do we start work on the orbital version?"
