It was staffed at all hours. The two officers on the current shift had both read Sev's report before she finished climbing the stairs to deliver it in person. Commander Avet was in the corner when Sev arrived. She hadn't been told he'd be there.
He was a broad-faced man at Level one-forty-three who ran the Compact's Solara operations and only appeared in person for things he considered worth his time. He was reading the report on his terminal without looking up when she came in. Senior Inquisitor Rael was the one who spoke first.
"Wanderer class," he said.
"With an unresolvable sub-bracket."
"Yes." Sev set her written copy on the desk.
"The System ran the bracket assignment three times. Each time it came back as no match. That's not a corrupted notation — corrupted notations don't bracket at all. This one bracketed and returned nothing." Rael read the report again, or appeared to read it. He was the kind of man who read reports and appeared to be reading them twice simultaneously, which was the nature of his particular kind of intelligence.
"The Cathedral's configuration shift," he said.
"Documented. The morning's entry signature and the post-exit signature don't match. The dungeon restructured while they were inside."
"That happens with Impossible Dungeons."
"At that magnitude? In response to a two-person entry?" Sev kept her voice even.
"Not in any record I've seen." Rael set the report down. The second officer — a young man named Ter whose function at the desk was primarily notation — had been looking at his terminal instead of the conversation. He looked up now. This story originates from Royal Road. Ensure the author gets the support they deserve by reading it there.
"There's something else," Ter said.
"The Dressel Library." He turned his terminal so Rael could see.
"Three days ago. The ghost on the third floor — the haunting — it terminated. Peacefully. The System logged it as a natural process completion." He paused.
"The Library's haunting has been classified as persistent-indefinite in the registry for sixty years. It wasn't supposed to terminate." Rael looked at the date.
"That's the same week he arrived in Solara," Sev said. The room was quiet for a moment.
"The Iron Cathedral is also on the east side," Ter said.
"The Library is in the scholars' district. Both involve pre-System infrastructure. Both events coincide with the subject's documented presence in the city." From the corner, Avet spoke for the first time.
"The search-pulse queries." He didn't look up from his terminal.
"The upper-layer queries from three weeks ago. The seventeen suppression events." He scrolled something.
"The query language used the phrase 'the voice in the Architect's head.' That's not standard System language."
"No," Sev said.
"What does the Architect notation mean." He said it the way people said things they already had a theory about.
"In the query outputs. The System doesn't address Wanderers as Architects. It addresses Architects as Architects." The room held that for a moment. Rael stood and walked to the wall where a window would have been and thought.
"The Wanderer class," he said, "has one known behavior pattern. Wanderers are navigators. Broad-scope movement skills, reduced System signature, general-purpose class tree. They don't interact with pre-System infrastructure. They don't affect Impossible Dungeons. They don't terminate sixty-year hauntings." He turned.
"Who issued the wanted designation."
"Third-district registration office. Class anomaly flagged during a routine census pass." Sev had looked this up.
"He was already wanted before he reached Solara. The original flag came from the Helvast region — a prison break incident, an escaped registered asset. He's been traveling with something we can't read in his thread."
"The bend," Rael said.
"Yes." The bend was the word the search-pulse reports had used. Something in or adjacent to Kaito's System thread that the god's active queries had been looking for and not quite finding. The Compact's intelligence arm had access to AXIOM's query outputs, which was one of the advantages of being AXIOM's enforcement arm, and the query outputs for the past three weeks had been unusually focused on one thread in the Verath region. The notification arrived in all three of their terminals simultaneously.
They all looked at their screens. It was formatted differently from a standard notification. Not an order. Not a classification update. A directive, issued directly from the System's upper governance layer, which was the polite term the Compact used for AXIOM's communication channel. It said: [The Architect variable is not to be contained. Observe. Log. Do not engage. This directive supersedes all regional classifications currently in effect.] Rael read it twice. Then he looked at Sev.
"AXIOM wants him observed," he said.
"Not eliminated. For now." Sev looked at the notification. She had been in the Compact for eleven years. She had received AXIOM directives before. She had never received one that used the phrase "for now." Avet closed his terminal and stood.
"Find out what he's building," he said.
"Without engaging." He said it like a man who understood that the second instruction made the first one nearly impossible. Then he left the room.
"What does he have," Sev said.
"What is he building." Rael didn't answer, because he didn't know, and he was the kind of man who didn't answer questions he didn't know the answer to.

The kind of market that an entity acquiring unregistered pre-System components might use. She requested authorization to seed the district with a class-tracker: a device built to log anomalous class notations in its vicinity and transmit the data to the regional desk.
The authorization came back in three minutes. She sent the device to the scholars' district that evening, routed through a supplier who moved artifacts of ambiguous origin. It would look like a Precursor item to anyone who wasn't specifically looking for what it was. She went back to her desk and waited for it to start reporting.
